Study On The Construction Of Government Performance Evaluation Indicator System Based On Public Sense Of Gain

As a kind of governance tool and management means,government performance evaluation plays an important role in improving government governance effect and achieving performance management objectives,among which the construction of performance evaluation index system becomes the difficulty and core.In the early stage of reform and opening up,China established a performance evaluation system.In the following period,the academic arid practical circles actively explored various characteristic performance evaluation models and designed many evaluation index systems.In this process,although the scientificity and rationality of the evaluation index system continue to improve,there are still problems such as the lack of central coordination,the strong subjective randomness of index design,the poor rationality of index content,and the index system lagging behind the government's ruling value orientation.In terms of the specific contents of the evaluation indicators,China has experienced several stages,namely,the quality oriented,the GDP oriented and the comprehensive scientific oriented.The comprehensive evaluation stage has begun to pay attention to the public participation and the public satisfaction oriented.With the promotion of comprehensive deepening reform,the government will benefit the people as the greatest achievement of government governance,and began to use it as an important assessment index for the leading group and cadres of the party and government.At this point,the satisfaction orientation which lasted for 15 years began to change to the sense of gain orientation.It is in line with the characteristics of the current development stage to construct the government performance evaluation index system based on public sense of gain.This paper is divided into five parts.The first chapter describes the research background and significance,summarizes the connotation,value orientation,the construction of government performance index system,the connotation,composition and measurement of the sense of gain,and determines the basic framework and ideas of this paper.In the second chapter,the concepts of sense of gain and government performance are clearly defined,and related basic theories are expounded.The third chapter,according to the development process of the government performance evaluation in China,combs the performance evaluation index system in different periods,analyzes the existing problems and their causes,and clarifies the necessity of constructing the government performance evaluation index system based on the sense of public access.The fourth chapter draws lessons from the advanced experience and Enlightenment of the United States,Britain and other developed countries in the construction of performance evaluation index system.In chapter five,according to the existing research results,combined with the basic functions of the government and the basic objectives of comprehensively deepening the reform,the government performance evaluation index system based on the sense of gain is constructed,the index is selected and determined by the expert consultation method,the reliability and validity are verified by the kronbach coefficient and the content validity ratio,and the index weight is determined by the subjective and objective methods.Finally,the government performance evaluation index system based on the sense of gain is established Government performance evaluation index system of public sense of access.
