| The grass-roots public security organs implement the 24-hour duty preparation syste m,and implement the system of leaders leading and police on duty rotation to ensure t hat each shift has sufficient police force on duty.However,the contradiction between th e increasing demand for police force and the limitation of police force resources,as wel l as the objective need of real-time response to all kinds of emergencies,requires the gr ass-roots public security organs to adopt a reasonable scheduling mode to improve the u tilization efficiency of police force resources at this stage.In the grass-roots police work,the occurrence rate of police cases changes dynamically with time.The current fixed ti me scheduling mode of public security organs can not meet the time-varying needs of p olice cases.Therefore,there is a serious shortage of police force in the peak period of t he police case,the case waiting time is too long,and the utilization rate of the basic le vel police working time is not high in the low peak period of the police case.Based on the guiding ideology of police leading,considering the demand of dynami c police force,the theory of queuing is introduced,and the traditional model is improve d with the goal of the lowest social cost.Then the model of police force scheduling un der dynamic demand is established,and the optimized plan of police force scheduling u nder the model is obtained,which provides a practical and effective solution for the opti mization of police force resource allocation of basic public security organs Case.Specifically,the first chapter of this chapter introduces the problems existing in the current scheduling of grass-roots public security organs,sorts out the research methods a nd research status,and clarifies the research ideas of this paper.The second chapter intr oduces the related concepts of time-varying dynamic scheduling in basic public security organs,discusses the existing scheduling mode and influencing factors,and points out th e necessity of dynamic time-varying demand scheduling mode in practice.In the third c hapter,by introducing the classic M/M/1/∞ police force model and M/M/N/∞ police fo rce model,the cost formula of police force model is improved according to the actual c haracteristics of public security work.The cost formula of the new model makes it clear that the social optimal cost is related to the efficiency of police situation disposal,the f requency of police cases and the cost of disposal and detention in the basic public secur ity organs,and analyzes the advantages and disadvantages of the two shift system and three shift system from these three aspects.In the fourth chapter,this paper takes a polic e station in Hangzhou as a sample to demonstrate the validity of the dynamic schedulin g model.The final results show that the new scheduling model can increase the length of the police rotation and reduce the workload under the condition of the lowest social cost.Finally,the paper puts forward policy suggestions on the scheduling of basic publi c security organs:(1)optimize the security of the scheduling police force,increase the s cale of the police force,so as to control the cost of handling and detaining the police.(2)Promote the application of smart policing,improve the efficiency of policing,and im prove the efficiency of case handling of grass-roots public security organs.(3)We will i mprove the system of laws and regulations for dynamic scheduling to match the frequen cy of police force allocation with the frequency of police cases. |
