Research On Improving The Leadership Ability Of Grassroots Leading Cadres In Public Security Organs

In November 2020,General Secretary Xi Jinping emphasized at the Central Work Conference on Comprehensively Governing the Country by Law to seize the "key minority" of leading cadres.Leading cadres at all levels are the key force in advancing the modernization of the country’s governance system and governance capacity.Grassroots governance is a fundamental link in the national governance system,and it is also an important area for linking the formulation,formulation and implementation of policies.The governance of grassroots police affairs is directly related to the governance efficiency of grassroots society,and has multiple value implications of maintaining social stability,ensuring grassroots development,and optimizing the governance pattern.The key to government is to win people.The leadership ability of the grass-roots leading cadres of the public security organs is the key to affecting the police governance at the grass-roots level.Therefore,this paper takes the grass-roots leading cadres of public security organs as the research object,from the perspective of interdisciplinary research such as public security and leadership,according to the theory of leadership structure,and takes leadership activities as the analysis perspective,so as to propose the main content of leadership,and Combined with public security practice,conduct an in-depth analysis of leadership skills.This paper uses a combination of qualitative research and quantitative research to carry out a questionnaire survey and semi-structured interviews to understand the current situation of leadership ability and analyze the causes of the problem,so as to explore the way to improve leadership ability.This can not only effectively promote the building of leadership capacity and respond to the party’s political requirements for the grass-roots leading cadres of public security organs in the new era,but also effectively improve the efficiency of grass-roots police governance and optimize the grass-roots social governance structure.The main body of the thesis consists of five parts,the first part is the introduction,which focuses on the background and significance of the topic selection,presents the research ideas and innovations,and sorts out the literature.The second part is the concept introduction and the theoretical elaboration part,which defines the relevant concepts such as leadership ability,puts forward the concept of the leadership ability of the grass-roots leading cadres of the public security organs,and discusses the Marxist leadership ability theory,the leadership ability structure theory and General Secretary Xi Jinping’s important public security work.The dissertation provides an overview and lays a theoretical foundation for leadership improvement research.The third part analyzes the basic problems of leadership in detail.According to the theory of leadership structure,from the perspective of the analysis of leadership activities,leadership is divided into four main capabilities,namely political ability,mass work ability,team management ability and decision-making command ability.,and according to the threefactor analysis framework of leadership,analyze the influencing factors of leadership,namely role,field and mechanism factors,so as to clarify the mechanism of leadership shaping process.The fourth part,according to the research approach of "theoretical analysis-empirical test",through designing and distributing questionnaires,to understand the current situation of the leadership ability of the grass-roots leading cadres in the public security organs,combined with the interviews with some grass-roots leading cadres,and then analyze the lack of leadership ability performance and reasons.The fifth part,according to the empirical investigation results,cuts in from the actual needs,finds out the direction and focus of leadership ability building,puts forward the countermeasures to improve the leadership ability,and clears the practice direction.
