| With the sweeping changes of the domestic socio-economic and international security situation, China has entered a period of acute social conflicts. The high occurrence of conflicts has posed new challenges to Chinese public security organs. Despite its current comparatively new institutional model that has been proposed after several active attempts to adjust to Chinese national conditions and the characteristics of public security work, the organization of public security institutions is still far from being effective and efficient in terms of today’s economic and social development needs.How to adjust and reform Chinese public security organs settings to adapt domestic and international situation development and change has become the new topic of public security work. Because grass-roots public security organs are the foundation of whole country’s public security work, whether the grassroots public security organs institutional reform can proceed smoothly is related to the overall public security reform.Structural-Functionalism and New Public Service Theory have been used to analysis the background and objective of institutional reforms about grassroots public security. After reviewing western police organization structures and certain successful Chinese public security institutional reforms, this paper, using mature reforms in grassroots public security as samples for case analysis, attempts to analyze the factors affecting reform performance and then to summarize the common trends in different backgrounds, aims, and outcomes.The results of this paper are expected to provide suggestions and recommendations for the ongoing institutional reforms of X District Public Security Bureau and at the same time to be applied to other grass-roots public security organs. Problems that are addressed by this paper include meticulous labor division, overlapping functions, waste of police force and so on. Those given strategies and recommendations emphasizes the top-level design, the upper and lower linkage, streamline coordination and insurance of grassroots autonomy. |
