As the world has developed beyond national borders,security issues such as transnational organized crime,money-laundering and new types of cybercrime have become common challenges for all countries.The connotations of security have been enriched and the field of law enforcement has continued to expand.Maintaining the security interests of nations has become the consensus of all countries.International police cooperation is a branch of cooperation under nation-to-nation relations.The results depend on the observance and implementation of a set of rules(various international conventions and bilateral or multilateral treaties signed to combat international and transnational crime)by the agents(national police authorities).Results of international police cooperation are strongly influenced by the Cooperative Principle(CP).Obedience to the principle or violation against the principle plays a role in international police cooperation.Therefore,it is necessary to explore typical cases of obedience to or violation against the CP in order to identify constraints to the development of international police cooperation and to find reasonable solutions to law enforcement and cooperation problems.In this thesis,the author tries to carry out a research with similar parts of international police cooperation and interpersonal relations between countries from the linguistic point of view,borrows the relevant theory of Conversational Implicature(CI)from the famous American linguistic philosopher,H.P.Grice,and tries to find the fit between the CI and international police cooperation,in order to prove the feasibility of applying the relevant linguistic theory to explain the phenomenon in the field of police cooperation by constructing the analytical basis of international police cooperation from the perspective of the CI.In this way,the successful experience and shortcomings of China's international police cooperation can be summed up,so that rational proposals can be made to enhance China's international police cooperation.The thesis is divided into five main sections.The first part is divided into an introduction,which introduces the purpose and significance of the thesis research,outlines the results of the CI,anthropomorphic thinking,and international police cooperation.The second part is a discussion of the meaning of conversation,the connotations and extensions of the basic concept of international police cooperation,focusing on the possibility of applying interpersonal communication to international police cooperation.The third part illustrates the important role of context in understanding and derivation of conversational implicature,and points out that communicative purpose,willingness,emotion,and attitude are influencing factors in international police cooperation in generating particularized conversational implicature,and the quality,quantity,relevant,and manner maxims that need to be observed in conversational communication are collectively reflected in international police cooperation.The fourth part analyzes the obstacles to international police cooperation in terms of ideology,legal system,law enforcement concepts,law enforcement capabilities,and other factors from the perspective of the CI,and the fifth part gives targeted measures to solve the problems.
