The crime of the international human trafficking known as "modern slavery" contrasted to ancient slavery,driven by the desire to exploit and interests,has not disappeared with the evolution of modern civilization,but has been intensified under the "boost" of the wave of globalization,and has become a transnational problem of universal concern in the international community.In recent years,with the integration process of the Greater Mekong Subregion accelerating,countries along the subregion are becoming more and more open.As a result,exchanges of economy,trade,culture and education are becoming closer and closer.However,the cross-border human trafficking becomes easier and the market expands.The Greater Mekong Subregion has a very important geopolitical and economic status.It is the key direction for China to deepen its neighborhood diplomacy and the area of the China-Indochina Economic Corridor.The safe state of this region concerns the stable development of the "Belt and Road" cooperation initiative and the overall security of the southwest frontier of China.In view of this,it is a realistic need to further deepen law enforcement and security cooperation against transnational human trafficking in the Greater Mekong Subregion and create a multi-party,safe and orderly cross-border population flow environment,which is also an indispensable part of building a community of shared future for countries in the subregion.The "regional public goods theory" innovates the path of regional cooperation.It supports intra-regional members to develop cooperation by means of interactive provisioning of public goods,which can better highlight the regional features of products while avoiding the disadvantages of the privatization of hegemonic supply of public goods.It has been widely used in numerous domains such as economic cooperation and governance of nontraditional security issues.As a research tool,this paper regards anti-transnational human trafficking cooperation as a kind of public goods of security.Analyzing from the "demand side",it makes clear the situation,causes and characteristics oftransnational human trafficking in subregions.From the "supply-side" analysis,it is pointed out that there are still institutional obstacles in the supply cooperation among all parties,such as weak normative foundation and maladjustment of supply mechanism,and it is recognized that the supply interaction impediments caused by the "imbalance of rule of law capability","anxiety of sovereign interests" and "deterioration of cooperation environment" among all parties.It is recommended that all parties in the subregion should make full use of the policy of "region" cooperation initiative advantages,the common security requirements,good inertia identification basis and stable cooperation,and continuously strengthen the supply basis against cross-border trafficking,optimize the supply mechanism of public products,improve the ability and the willingness of cooperation,and gradually improve the sub-regional supply interactive environment.
