A Study On The Behavior Of Fighting Against Counterfeits

Ensuring food safety is the basic guarantee of public health and life safety.Food safety has always been the key issue of people's livelihood,and also the key and difficult point of supervision after the reform of market supervision department.In the food safety supervision,the professional counterfeiting behavior is frequent,and the emergence of the professional counterfeiter is like a double-edged sword,which not only exposes the food safety supervision problem,but also disturbs the market order due to its profit-making behavior of buying fake knowledge,occupying the complaint channel of ordinary consumers,and wasting administrative resources,which has become one of the work difficulties of the market supervision department.From the perspective of Pingyang County's food safety supervision,this paper focuses on the study of professional anti-counterfeiting behavior,aiming to explore and improve the level of food safety supervision,promote the transformation of professional anti-counterfeiters,enhance public participation in the food consumption market,and achieve reasonable rights protection.This study combines the practice of grass-roots market supervision departments on food safety supervision and handling of complaints and reports of professional anti-counterfeiting.Through the comprehensive use of case study,three research methods,it studies the professional anti-counterfeiting behavior in the field of food safety supervision,including six parts in total.First of all,it introduces the background and significance,status at home and abroad and the research content and methods of this paper in the introduction;then,it states the related concepts and theoretical basis of food safety supervision and professional crackdown on counterfeit goods;the third part,based on the basic situation and case analysis of Pingyang County's food safety supervision on professional crackdown on counterfeit goods,analyzes the professional crackdown on counterfeit goods The fourth part is to study and analyze the characteristics and influence of the behavior;the fourth part is to analyze the problems existing in the current regulatory department in dealing with the professional anti-counterfeiting behavior,such as the low response efficiency of the regulatory department,the decentralization of food safety regulatory resources and the low overall level of the food industry;the fifth part is to explore the main reasons for the problems,such as the current unclear laws and regulations,the lack of the theory of mass rights protection and the limited regulatory power Finally,based on the current situation and reasons of the development of food safety supervision and professional anti-counterfeiting behavior,this paper is going to regulate the professional anti-counterfeiting behavior in food safety supervision.This study puts forward countermeasures and suggestions from three aspects: the supervision department itself,the regulation of professional anti-counterfeiting behavior,and the exertion of social co governance power.It draws the following basic conclusions: first,the work efficiency of the supervision department should be improved,which can be realized by issuing normative guidance to deal with professional anti-counterfeiting,and setting resource sharing between departments and between government and enterprises The second is to standardize the behavior of professional anti-counterfeiting,by curbing the profit-making behavior of professional anti-counterfeiting in food supervision,by promoting the transformation of professional anti-counterfeiters,so that they can operate under the legal framework;the third is to promote the establishment of food safety supervision system,through the joint efforts of social governance forces such as industry associations and ordinary consumers,to supplement the role of food safety supervision.
