The Study Of Government Function Of The Country Wind Civilization In Heilongjiang Province

With the development of the economy and the Times,the living standard of the peasants is also improving constantly.On the basis of the substantial improvement of the material life,it is an inevitable trend for the development of the rural areas to improve the spiritual life of the peasants and promote the construction of rural civilization.in the report of the 19 th National Congress of the Communist Party of China,it was mentioned that the implementation of the rural revitalization strategy should be based on the general requirements of "flourishing industry,ecological livability,civilized local style,effective governance and well-off life",aiming at building an upgraded version of the new socialist countryside.The civilization of local custom is still very important to the promotion of rural construction.Heilongjiang is a large agricultural province,the rural population of 16 million,the proportion of the rural population as high as 50% of the provincial population,rural development has always been the focus of attention in Heilongjiang.Taking the situation of rural civilization construction in Heilongjiang as a starting point,this paper analyzes how the functions of the government play in the construction of rural civilization in Heilongjiang by using the theories of public goods,service-oriented government and equalization of basic services,etc.,the study found that although the rural civilization construction in Heilongjiang has just entered its growing stage,there are still problems such as the low level of peasants' participation,insufficient public services and insufficient control,the main reasons for these problems are that the government has neglected the construction of villagers' ideological and moral ideas,the government's cultural management mechanism is not sound,and the government lacks a supervisory organ of a specialized agency,drawing on the advanced experience of France,Japan,Korea and other countries as well as the mainland provinces of Henan,Shandong and Zhejiang,and taking into account the actual situation in Heilongjiang,to promote the development of rural civilization in Heilongjiang,the author proposes to formulate appropriate rural civilization construction plans,strengthen the construction of grass-roots organizations in various regions,coordinate the development of regional organizations,and improve the service standards of rural public culture.
