Research On Business Environmental Policy In Heilongjiang Province

Since the 21 st century,the economy and society have developed rapidly,and the business environment is an important foundation for maintaining a reasonable economic growth rate and stable social development.The Fourth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed to solidly promote the modernization of the national governance system and governance capabilities on the basis of grasping the principles and requirements.In view of the importance of the business environment in the government governance system,it is necessary to improve the business environment policy.The State Counci ' s “ Regulations on Optimizing the Business Environment”came into effect on January 1,2020,providing a policy orientation for the business environment from the institutional level.In recent years,Heilongjiang Province has paid attention to the construction of business environment,and the “ Regulations on Optimizing Business Environment in Heilongjiang Province”has implemented in 2019.The efficiency of government services and the vitality of market players have been stimulated.Currently,the business environment of Longjiang is still far behind that of developed countries and domestic economically developed regions.The theoretical research and policy practice in the field of business environment policies are not yet in-depth.Therefore,by optimizing the business environment policy,it can provide a guarantee for the business environment of Longjiang,reduce the losses caused by individual economic decisions to the society,and promote high-quality economic and social development.Relevant management practices at home and abroad show that the key to creating a good business environment is to build on the dynamics of market players and build a modern economic system.Heilongjiang Province has good basic conditions.It can effectively integrate traditions by actively adjusting the economic structure and cultivating innovative industries.Manufacturing and resources industries to create a good business environment.In view of this,the author starts with the business environmental policy,based on the definition of basic concepts such as business environment,public policy,business environment policy,etc.,based on the policy analysis theory,public choice theory,policy execution cycle model,transaction cost theory as based on the foundation,the business environment policy of Heilongjiang Province is taken as the research object,and the current situation of business environment and its policy status is analyzed.Among them,the policy status is discussed from the four dimensions of policy proposition,combing,structure and achievement,and the policy main body is identified.Problems such as inaccurate functional positioning,pooroperation of the policy process,low attractiveness of the policy environment,and insufficient improvement of policy measures.The causes of the problem mainly include unscientific government institutions,lack of systematic docking systems,weak awareness of the rule of law,and lack of innovative supporting measures.By drawing on the successful experience of business environmental policies at home and abroad,we put forward targeted policy recommendations,which are to improve the policy subject,optimize the policy process,improve the policy environment,and innovate policy measures to provide policy support for better playing the role of the business environment to provide theoretical guidance and practical guidance for stimulating the vitality of market players and high-quality economic development.
