Research On The Legalization Of Business Environment In Heilongjiang Province

Whether for a region or for the whole country,it is of great significance to promote the legalization of business environment.The important relationship between the advantages and disadvantages of business environment and the level of economic development has become a consensus.Optimizing business environment to promote national and regional economic development and competitiveness has become a real hot phenomenon in the world.From the annual report published by the world bank to the domestic rankings published by some domestic universities and scientific research institutions,it points out the direction for the construction of legalization of business environment in various regions.Since the reform and opening up,the economic development level of Heilongjiang Province has been gradually surpassed by the eastern and central provinces,and has been at a disadvantage in the national economic development.Therefore,Heilongjiang should take optimizing the business environment as the starting point,promote the construction of the rule of law ofbusiness environment,attract investment,explore the potential of economic development,so as to realize the comprehensive revitalization,all-round revitalization and high-quality development.In order to study the legalization of business environment in Heilongjiang Province,we first start with the definition,characteristics and connotation of business environment,At the same time,it analyzes the necessity and theoretical basis of the legal construction of business environment in Heilongjiang Province.Then it combs the necessity and feasibility of the legal construction of business environment in Heilongjiang Province combined with the actual situation of the natural environment and economic development level of Heilongjiang Province.It further analyzes the achievements of the legal construction of business environment in Heilongjiang Province Next,it focuses on the analysis of the problems existing in the current construction of the rule of law of business environment in Heilongjiang Province,as well as the reasons behind these problems,so as to point out the direction for the targeted promotion of the construction of the rule of law of business environment in Heilongjiang Province.After that,it elaborates the experience of countries and regions in the construction of the rule of law in business environment.Finally,in view of the existing problems,this paper puts forward some suggestions to promote the legalization of business environment from four aspects:cultivating the awareness of rule of lawstandardizing the administrative law enforcement behavior,stimulating the vitality of private capital,and innovating the legal guarantee mechanism,so as to benefit the legalization of business environment in Heilongjiang Province.
