| Our country’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.We must adhere to the direction of socialist market economy reform,and strive to build an economic system with effective market mechanisms,dynamic micro-main bodies,and a degree of macro-control.As an important aspect of the socialist market economic system,the relationship between politics and business is based on straightening out the relationship between the subjects of the socialist market economy,and is intended to clearly define the boundaries between different economic subjects.Scientific positioning and correct handling of political-business relations are not only conducive to promoting my country’s economic and social transformation in the new stage of development,but also conducive to comprehensively promoting the modernization of the national governance system and governance capabilities.A good and healthy political-business relationship is a lubricant for economic and social development.On March 4,2016,when General Secretary Xi Jinping participated in the fourth session of the 12th National Committee of the Chinese People’s Political Consultative Conference,the Democratic National Construction Association and the Federation of Industry and Commerce CPPCC committee members jointly organized the first proposed to build a new pro-Qing political and business relationship.The establishment of a new type of pro-Qing political and business relationship in 2017 was included in the report of the 19th National Congress of the Communist Party of China.The proposal of a new type of political-business relationship means that the development of my country’s political-business relationship has entered a new stage,and the construction of a new type of political-business relationship has become a new practice in my country’s governance.In recent years,the economic development of Northeast China has received widespread attention from academic circles and public opinion circles.Regarding the difficulties faced by the Northeast’s economic growth,it is mainly analyzed and explained from the aspects of increasing downward pressure on the overall economy,unbalanced industrial structure,lack of market power,serious population exodus,and institutional constraints.Among them,it is generally believed that the economic downturn in the Northeast should seek deep-rooted reasons.Analyze and explain from the direction of institutional constraints.Starting from the perspective of the relationship between politics and business,this article is not only conducive to a deep understanding of the institutional factors restricting the development of the Northeast,but also conducive to exploring the direction of further development in the Northeast.Starting from the current development background in my country,this article points out the importance of the healthy development of political-business relations to high-quality development,and shows that the current political-business relations are not only a serious realistic proposition,but also an important theoretical issue.Then it sorts out and briefly evaluates the related literature of the new political-business relationship,scientifically defines the connotation of the political-business relationship and the new-type political-business relationship,and compares and analyzes the business environment and the political-business relationship.Based on the existing analysis,review the development process of the political-business relationship since the reform and opening up,and analyze the political-business relationship from different levels,thus revealing the essence of the new political-business relationship is the unity of an effective government and an efficient market,and then discusses the mechanism of the new political-business relationship on the high-quality economic development from three aspects,advancing the supply-side structure,the development of the non-public sector of the economy,and the promotion of healthy competition among local governments.On the basis of theoretical analysis,empirical tests are conducted by constructing a panel data model,and the results show that high-quality economic development requires a healthy interaction between government and business relations that is both "close" and "clear".Then take the Northeast region as an example.By reviewing the development history of the Northeast region,we will conduct a realistic inspection of its political and commercial relations and high-quality development.First,based on the report on the political and commercial relations of Chinese cities,the overall status,"closeness" and "clearance" The state of "innocence" was investigated,and the panel data of 34 prefecture-level cities in the three northeastern provinces was used to construct a new and old kinetic energy index system to empirically investigate the high-quality development status of the Northeast region,and provide a new perspective for us to understand the actual development status of the Northeast region.On the whole,the development of political-business relations in Northeast China is lagging behind,and it is at the end of each region.In the investigation of the high-quality development in Northeast China,the empirical results show that the pulling effect of consumption in the old kinetic energy is declining,and the institutional supply in the new kinetic energy has a significant inhibitory effect on economic growth,further verifying that the the mechanism of government and market interaction is hindered.Based on the above research conclusions,the article analyzes the institutional factors restricting the development of Northeast China,and proposes relevant policy recommendations from the perspective of "politics" and "business" in the relationship between politics and business,and provides theoretical and practical inspiration for achieving high-quality development in Northeast China. |
