Since 2014,the government microblog and government wechat began to develop to the beginning of 2019,China's Government microblogs have been officially certified as many as176000,with a reading volume of more than 38 million;at the same time,according to the latest incomplete statistics,China's 297 prefecture level governments have opened a new media communication channel of “government wechat ”,with online administrative service users reaching 509 million.In the report of the 19 th National Congress of the Communist Party of China,it is proposed to accelerate the deep integration of Internet,big data,AI technology and real economy,and new media will become an efficient engine to promote the optimization and upgrading of various industry institutions.At the same time,the development of new government media can not only meet the urgent needs of government affairs and information disclosure,but also improve the communication power and influence of Heilongjiang provincial government,and promote the scientific,democratic and modern government governance.In view of this,this paper studies the development of the new government media in Heilongjiang Province from the perspective of the research on the development strategies of the new government media,according to the use and satisfaction theory,the new public service theory and the service-oriented government theory,using the methods of literature research,case analysis and comparative analysis,and analyzes the development status of the new government media in Heilongjiang Province,and points out the existing problems,such as the management system is not perfect,the development of new media platform for government affairs is relatively backward,there are hidden dangers in network security,and the service form is relatively single etc.,the causes include inadequate understanding of new media concept,insufficient product research and development and operation capacity,lack of reasonable optimization of internal resources and lack of mechanism to retain high-end integrated talents,etc.Combined with the actual situation of Heilongjiang Province,this paper compares the successful experience of the countries and provinces which are more advanced in the development of new government media at home and abroad,and finds that Heilongjiang province still needs to be improved in the aspects of team building of new government media,service efficiency and awareness for the convenience of the people,public crisis handling of emergencies and information security system.On this basis,the paper puts forward countermeasures and suggestions such as adding a variety of service forms,optimizing the operation and management of the new media platform,improving the institutionalized management and improving the information security system of the new media people in government affairs,in order to further promote the development of government affairs servicesin Heilongjiang Province and provide more powerful support for the construction of serviceoriented government.
