“General secretary Xi jinping has always insisted on putting education in a strategic position in the socialist modernization drive.In his report to the 19 th national congress of the communist party of China(CPC),he proposed to‘support and standardize the establishment of education by social forces',which pointed out the direction for the modern governance and policy changes of private education in the new era,and further stimulated the enthusiasm of social forces for the establishment of education.” Private education has also been described by experts and scholars as the most important institutional innovation in the field of education in the past twenty-two years of reform and opening up.General secretary xi proposed that “we should deepen the reform of the school-running system and education management to fully stimulate the development of education.”Preschool education,as the first stage of education in life,is an important stage to stabilize the foundation for basic education and consolidate the foundation for compulsory education.Therefore,in order to fundamentally promote the development of preschool education,we must implement the government-centered system,encourage the active participation of social forces,and adhere to the public-run and civilian-run development mechanism,so as to achieve the development goals of public welfare and universal benefit.The increasing number of private kindergartens in Harbin has promoted the development of preschool education to a certain extent.However,compared with the other four-teen sub-provincial cities in China,the development is relatively backward.Therefore,the government of Harbin should make full use of the system advantages of private kindergartens,tap the inner potential of private kindergartens,accelerate the legislative process of preschool education,and realize the expectation of having children for young children.Starting with new public management theory,multi-center governance theory,government responsibility theory and market failure theory,applying scientific research methods such as literature research,survey analysis and comparative analysis,analyzing the private kindergarten in Harbin city kindergarten in the development of relevant data,this paper expounded the status of the development of the private kindergartens in Harbin,reveals the private kindergarten in Harbin is the lack of funds,of kindergarten teachers lack of stability,“primary school” tendency obvious,such problems as lack of scientific management methods,In addition,this paper explains the reasons for the problems of Harbin residents' running kindergartens from the aspects of insufficient financial investment,lack of fund guarantee for teachers,lack of responsibility and dislocation,and unclear responsibility of supervision subjects.Consulting a large number of literature data,to promote the private kindergarten at home and abroad advanced experience for reference,such as the U.S.government to take “quality rating and promote system” to guide practice,the French government adhering to the concept of humanistic education to perfect the legislation of preschool education,the Japanese government on the premise of legislation to encourage social forces to participate in the development as a means to promote the development of private kindergarten,etc.,strengthen the legislation safeguard is obtained is a top priority,preschool education funds support is the foundation,grasp the responsibility and authority of the government,such as multivariate cooperation to promote the education fair is the key revelation.From the three aspects of actively supporting the development of private kindergartens based on the sense of government responsibility,optimizing the self-discipline mechanism of private kindergartens based on market regulation,and constructing the general pattern of social participation in the development of private kindergartens,this paper puts forward the countermeasures and Suggestions for the government to promote the development of private kindergartens in Harbin.
