Police education is an important part of the education of the party and the state.It is in a basic,leading and overall position in public security work.As the main position of public security education,the teaching quality of police colleges and universities is directly related to the overall quality of the public security team and the construction of a safe society under the rule of law.It plays an irreplaceable role in promoting the construction of the public security team's revolution,normalization,specialization and professionalization.The promulgation of some important policy documents,such as the framework opinions on comprehensively deepening the reform of public security and the opinions on the reform of the recruitment and training system of public security professionals in police colleges and universities,has pushed the reform of public security education and the upgrading and development of Police colleges and universities into a new stage.In this context,this thesis takes the teaching quality as the core and the teaching quality management as the main line.Firstly,it analyzes and defines the current situation and characteristics of the training of public security professionals,the concept and connotation of teaching quality,the theory and practice of teaching quality management,and then it takes the theory of total quality management,the theory of complex adaptability system and the theory of stakeholders as theoretical basis,this thesis systematically studies and discusses the elements of teaching quality management system in police colleges and universities,as well as the basic principles,paths and methods of its construction.Finally,taking S College as an example,it presents the outline and structural system of teaching quality management system in police colleges and universities,which will promote the scientific teaching quality management and the continuous improvement of teaching quality in police colleges and universities It has theoretical support and practical guiding significance.Based on Biggs' 3P(prestige,process,product)theoretical model,this study defines teaching quality in a broad sense through three interrelated elements,namely,prestige,process,and product.This thesis focuses on the three dimensions of "high satisfactions,high participation and high employability" of students,and establishes the basic principles of teaching quality evaluation and teaching quality management.Through literature research,in-depth interviews,questionnaires and other forms,this study extensively collects relevant data and empirical cases of teaching quality management in police colleges and universities.From the perspective of complex adaptability system theory,total quality management theory and stakeholder theory,this study explores the construction of teaching quality management system suitable for police colleges and universities,from general to special to general on the application-oriented research from practice to theory.On the whole,this thesis mainly studies three problems: the first is the training objectives and teaching quality standards of police colleges and universities;the second is the practical exploration of teaching quality management in police colleges and universities;the third is the theoretical basis and main path of the construction of teaching quality management system in police colleges and universities.The thesis is divided into 5 chapters and 17 sections.Chapter one: Introduction.This chapter mainly expounds the background and significance of the topic,the limited definition of the core concepts involved in the research,the comprehensive review of the key issues involved in the research,and the corresponding elaboration of the research ideas,research methods,research focuses and difficulties,as well as innovation points of this thesis.Chapter two: The general situation of the development and personnel training of police colleges and universities.This chapter mainly studies the development process and main characteristics of public security higher education in China,comprehensively analyzes the reality of personnel training in police colleges and universities,and studies the formation mechanism of teaching quality in police colleges and universities in the new era.Chapter three: Comparative study of international police education and quality management.This chapter mainly studies the police education and quality management from the international perspective,and makes a comprehensive review of the development process and main characteristics of the international police education.It also studies the police education and training system,quality management,evaluation methods and development trends of the United States,Britain,Germany,Japan,and The European Union Agency for Law Enforcement Training and its experience and Enlightenment on China's public security education and teaching quality managementChapter four: The practice and reflection of teaching quality management in police colleges and universities.This chapter makes a comparative study of the personnel training situation between the police colleges and universities,and the public security vocational colleges.Based on this,it puts forward different types and levels of higher education teaching quality management and evaluation methods.According to the characteristics of police education personnel training,this thesis studies and expounds the main body,object and system design of teaching quality management and evaluation in police colleges and universities,and takes S College as an example to make an empirical analysis of student evaluation.Finally,this chapter also analyzes the teaching quality management system of four colleges,and summarizes their practical experience and existing problems.Chapter five: The construction of teaching quality management system in police colleges.This chapter studies the theoretical basis of the construction of teaching quality management system,including total quality management theory,stakeholder theory and complex adaptability system theory.According to the modern quality management science,this thesis studies and expounds the basic elements,principles and paths of the construction of the teaching quality management system in the police colleges and universities.Finally,taking the construction of teaching quality management system of S College as an empirical study,this thesis studies the construction,operation and continuous improvement of teaching quality management system of S College.The quality objectives,process monitoring,teaching evaluation,continuous improvement and quality assurance system of S College are discussed in a comprehensive and systematic way.The innovation of this study is mainly reflected in three aspects: First,based on the humanistic point of view,examining the teaching quality standards of police colleges and universities,putting forward the teaching quality standards that are compatible with the essence of public security education,conform to the actual needs of public security,and meet the needs of students' sustainable development,that is,to meet the characteristics of "stakeholders" on public security education requirements to the maximum extent;Second,based on the perspective of positivism,this thesis analyzes the current situation of the teaching quality of the police colleges and universities,and points out that the current teaching quality of the police colleges and universities has been difficult to meet the increasingly complex public security situation and the public security work based on the anti-terrorism standards,and it is difficult to meet the urgent needs of the construction of professional,standardized and professional public security teams;Third,based on the philosophy of total quality management,comprehensive application based on the stakeholder theory and the complex adaptability system theory,the thesis reconstructs the teaching quality management system of the police colleges and universities,puts forward a teaching quality management system based on data and case analysis,which is all staff,whole process and all-round,so as to realize the continuous improvement of the teaching quality and adapt to the quality standards of the transformation and development of the police colleges and universities.The main conclusions of this thesis are as follows: First,public security education should not only follow the general laws of higher education,but also comply with the characteristics of public security education;as the main position of public security education,police colleges and universities have important strategic significance for the specialization,professionalization and standardization of public security team;second,the factors and environment that affect the teaching quality of police colleges and universities are more complex,and the police colleges and universities quality management can learn from the management philosophy and idea of industrial enterprises or other service industries,but it cannot copy its experience and mode.Thirdly,the construction of teaching quality management system in police colleges and universities is not a pile of high-quality elements,but a systematic construction,which needs the support of a variety of management philosophy,theory,method and technology,the participation of all stakeholders and the whole process.Fourth,the construction of the teaching quality management system needs to be based on practical reflection,learn from the modern quality management theory,combine with the college's own reality to carry out systematic design,and constantly improve in the implementation process,so as to truly guarantee and improve the quality of teaching and learning.
