Research On Central Soviet Area Clean Government Supervision System

The Central Soviet Area was the largest revolutionary base during the agrarian revolution and the beginning of the Communist party of China's initial exploration of the establishment of the regime.After the establishment of the provisional central government of the Soviet republic of China,the Communist party of China started the practice of governing state affairs in politics,economy and culture,and accumulated the initial experience of governing the party and the country.The Soviet republic of China is an "unprecedented and truly clean government",which has built a solid and powerful supervision system of clean government and ensured the in-depth promotion of anti-corruption work in the central Soviet area.The supervision system of clean government in the Central Soviet Area,based on Marx's thought of power restriction and supervision,combined with the actual situation of the red revolutionary base area,constructed the system of inner-party supervision,administrative supervision,social supervision and legal supervision,improved the new democratic political system,and became the beginning of the socialist supervision system of clean government with Chinese characteristics.Based on this,this paper uses literature citation,combined with the research methods of history and theory,studies the ideological roots of the Central Soviet Area supervision system,organization,legal system and implementation process of four level,combed the inner-party supervision,administrative supervision,social supervision and legal supervision and four kinds of operation mode of the supervision system and the main functions,explores the Communist party of China in the general rule of the central Soviet area to carry out the cultivation of clean government.By studying the innovation and efforts of the party in the early construction of the new road of the clean government supervision system,the enlightenment of the ruling party in the new era to the construction of the national supervision system is transmitted.The thesis consists of four parts: the first part introduces the historical background of the construction of clean government in the Central Soviet Area,analyzes the social background of corruption from the ideological,organizational and institutional levels,and explains the necessity of the construction of clean government in the Central Soviet Area.The second part summarizes the development stage of anti-corruption struggle in the Central Soviet Area,namely the initial mobilization,in-depth implementation and the climax.Comb the third part is the elaboration of the Central Soviet Area of the functions of supervision system,the integrity,the supervision system is divided into the inner-party supervision,administrative supervision,accounting supervision,audit supervision,financialsupervision,social supervision,mobilize the masses of workers and peasants,social groups,the news public opinion,legal supervision,the multilateral force under the action of anti-corruption movement for improve the leading cadre ideological culture,set up the party and the government prestige,consolidate the revolutionary base areas,etc.The fourth part summarizes the historical experience and practical inspiration of the supervision system of clean government in the Central Soviet Area.
