The pursuit of fugitives is one of the most difficult tasks for the national criminal justice department.In order to evade the sanction of law,the fugitives hide themselves in some place at home and abroad.In the context of big data,with the promotion and development of big data operation,analysis and integration functions,the working methods of chasing fugitives are increasing,and the success rate of chasing fugitives is also improved.As a result,the difficulty of concealment increases.However,the arrival of the era of big data has brought opportunities as well as challenges to the pursuit of fugitives.It is necessary to clarify the subject,object,legal basis,work content,purpose and characteristics of the pursuit and escape mechanism.Due to the different characteristics of the development of various cities,the establishment and sharing mechanism of the basic database has not been completed.Therefore,in order to collect and analyze the data one by one,we will combine the data collection and analysis in order to make it more universal.The social harmfulness of fugitives should not be underestimated.The perfection of the mechanism of pursuing fugitives is a concrete embodiment of the subject's rights and responsibilities to safeguard national security,social order,people's life and property safety,and the fairness and justice of China's law.In the context of big data,the research on the pursuit and escape mechanism starts with the analysis of the concept of big data.Through the analysis of the current situation and difficulties of the traditional mechanism of pursuit and escape,it is concluded that there are four dilemmas in China's current pursuit of fugitives: first,the degree of cooperation between departments is low and the data sharing is difficult;second,the police cooperation procedures are cumbersome,and the timeliness of data linkage is poor;third,the pursuit of escape data is excessively used,and the infringement situation needs to be avoided;fourth,the pursuit and escape work is professional and social The degree of participation is low;although these dilemmas once made it difficult to promote some of the work of fugitive pursuers,with the continuous development of science and technology,big data applications are constantly involved in the actual application of pursuit and escape,which brings new opportunities to the reform of the pursuit mechanism: data such as chase and run cases,chasing and escaping objects,difficulty of pursuing and escaping,difficulty of arresting and efficiency analysis,etc.,can be calculated in time through big data Feed back to the national fugitive recovery staff.At the same time,the challenge of the pursuit mechanism in the era of big data is also more prominent: the existing data is difficult to share;the right protection and control is difficult;the degree of cooperation between departments is low;and it is difficult to start professional cross-border.But there are more ways to pursue and flee than difficulties.Therefore,through research,we can start from four aspects: first,sharing basic data and collecting information about the target;second,standardizing the pursuit procedures and emphasizing the protection of civil rights;third,stepping up the cooperation of departments to form the working route of pursuing fugitives;fourth,refining the pursuit work to realize the auxiliary participation of pursuing and escaping.Using the huge computing,analysis and other functions of big data,we can make the best use of existing data,but we must open certain functions or permissions between departments.Let the connection between various departments of the pursuit of fugitives be smoother,make the domestic pursuit of fugitives have speed,and make the international pursuit of fugitives guaranteed.
