A Study On The Synergistic Governance Of Overseas Fugitives Hunting Operations

Anti-corruption is an important activity of our country.Since 2014,the overseas fugitives hunting operations have been included in the overall anti-corruption campaign.After that,the state has continued to carry out a series of special activities such as"Hunting Fox Action" and "Skynet Action" to further strengthen flight.The pursuit of overseas fugitives is in full swing and the results are remarkable;the academic research on overseas fugitives hunting is also flourishing and fruitful.After the 19th National Congress,General Secretary Xi Jinping positioned China's historical position as a new era of socialism with Chinese characteristics.In the new era,it is necessary to study from overseas to pursue new ways and new methods.This is also the theme of this paper,which is to study the synergy problem of overseas fugitives hunting from the perspective of synergistic governance.This paper takes 100 Hongtong personnel as the sample data to establish the case base,on the basis of Xi Jinping's thought of anti-corruption and chasing stolen goods and the theory of collaborative governance,taking literature analysis,case analysis and text analysis as the research methods.This paper studies the overseas pursuit of our country,sums up the relevant conclusions and measures,and hopes to contribute to the overseas pursuit of our country.The main content of this paper consists of five parts:The first part is the introduction,which introduces the research background,research significance,research summary,research methods,writing framework and innovation.The second part is an overview of overseas fugitives hunting operations of relevant theoretical policies.This paper outlines the definition and characteristics of the overseas fugitives hunting,and briefly explains the two ideological and theoretical foundations of this article.Xi Jinping's anti-corruption pursuit and co-governance,and finally introduces the policy and regulation basis of the overseas fugitives hunting.The third part is the general situation of research scheme design and data.This paper mainly introduces the source of the sample and the establishment of the third dimension,and summarizes the sample from four aspects:the basic information of 100 Hongtong personnel,the information of flight,the information of pursuit and the result of charge and punishment.The fourth part is case selection and coding data analysis.Through coding analysis of randomly selected cases,this paper summarizes the characteristics of flight personnel and the process of flight,and analyzes the cooperative problems existing in the overseas pursuit of our country.The fifth part is the measures to improve the coordination problem in the overseas pursuit operation.In view of the cooperative problem of overseas flight,this paper puts forward some suggestions for improvement.The sixth part is the conclusion.The characteristics,flight process,cooperation difficulties and suggestions of measures are summarized,and the shortcomings of this paper are explained.There are two main points in the innovation of this paper:The first is the new perspective of research.Because the academic research on overseas pursuit is mostly concentrated in the field of law and political science,there is very little research on the literature of overseas fugitives hunting from the perspective of management.Synergistic governance is to study the overseas fugitives hunting from the perspective of management,and it is an innovation in both perspective and theory.Secondly,it summarizes the characteristics of the flight personnel and the escape process,and puts forward specific countermeasures and suggestions for the coordination problem in the overseas fugitives hunting operation.Through the analysis of the basic information and case of hundreds of red notice people,this paper believes that the aliens are different from other "tiger" and "flying"people.The age of the fugitives is younger,and the personnel are not only involved in state officials.There are also economic criminal suspects,and their escape process is more complicated.In response to the problems in the coordination of overseas fugitives hunting,a number of suggestions were put forward from the aspects of principles,mechanisms and team building.
