The implementation of the performance of the grass-roots tax authorities has an important impact on the implementation of the overall performance of the tax system.The grass-roots tax authorities are the "last mile" of organizing revenue,implementing policies and serving taxpayers.How to play the role of the performance management of the grass-roots tax authorities is related to the implementation of the overall performance of the performance-based tax authorities,so optimize and improve the performance management of the grass-roots tax authorities The rational model is imperative.Although all levels of performance management work is carried out under the top-level design of the State Administration of Taxation,in the actual implementation process,the situation of tax authorities at all levels is very different.It is obviously impossible to achieve scientific and comprehensive coverage with a set of systems.How to effectively combine the local actual situation,scientifically and reasonably decompose the indicators,and comprehensively and perfectly set up the assessment system,so as to achieve It is the focus of this paper to improve the performance of the basic tax authorities and provide reference for the performance management of other government agencies.Based on this,this paper takes the basic tax bureau of H District of a city as an example,using literature research,case analysis,questionnaire survey and case interview to study the performance management of H District of a city.In the research,based on the theory of Balanced Scorecard,this paper sums up the problems existing in the grass-roots tax bureaus of H District of a city,such as the low initiative of cadres and employees,the lack of management methods of managers,and the imperfect construction of performance appraisal system,and fully uses the advanced experience in performance management at home and abroad for reference,trying to combine with the problems existing in the current performance management of H District of a city,using balance The scorecard puts forward the countermeasures to improve the performance management of H District Taxation Bureau of a city,so as to improve the performance management level of H District Taxation Bureau of a city.At the same time,based on the specific application in the grass-roots tax authorities,through the practice of performance management in H District tax bureau of a city,and the accumulation of practical experience,the ultimate goal is to explore a set of more perfect performance management system that can be applied to most grass-roots tax departments,and also hope to provide reference for the performance management implementation of other government departments.
