A Study On The Dilemma And Countermeasures Of Local Government's Health Supervision And Enforcement

With the rapid development of our country's social economy,the people's demand for health is increasing day by day,and people are eager to have a good hygienic and safe environment and healthy body and mind.In the party's report on the 19th National Congress,"Healthy China" has become a national strategy.Although the state has gradually attached importance to the law enforcement of health supervision,and has been continuously reforming and perfecting,the government establishes a public health system with prevention as its core,provides public services for disease prevention and health promotion,and strengthening health supervision and law enforcement.The problems and predicament of health supervision and law enforcement at all levels,especially by local governments,still faced,which to some extent affected the development of public health.This study obtains the data through the literature collection method,straightens out the local government health supervision law enforcement related concept and the theory foundation,based on a survey of Shaoxing city,starts from the current Shaoxing city health supervision law enforcement present situation,regards the law enforcement influence factor as the breakthrough point,sorts out the problems and dilemmas of local government health supervision and law enforcement.Such as concept of rule of law and service is insufficient,the quantity and quality of personnel is insufficient,but the task quantity is much and professional,the supervision law enforcement basis is insufficient,and so on.Through in-depth analysis,the causes of the dilemma are found out comprehensively from the aspects of local government health supervision law enforcement subject,law enforcement process,law enforcement basis,law enforcement object and so on.The study found that the main reasons are the health legal service consciousness is weak,the law enforcement process lacks effective supervision,the shortage of human resources allocation,health laws and regulations lag,the backward means of health supervision law enforcement,etc.On the basis of analyzing and drawing lessons from Shenzhen and Hangzhou,the two more representative advanced experiences of local government health supervision and law enforcement,the study targeted some policy recom mendations,such as deepen the concept of service,constructing a comprehensive and effective supervision network,the establishment of scientific management system,establishing a perfect system of health supervision and law enforcem ent laws and regulations,exploring and innovating the means of health supervision and law enforcement including changing the concept of health supervision,optimizing the allocation of human resources,constructing diversified channels of development,improving health laws and regulations,speeding up the construction of information technology,strengthening inter-agency relations and other specific measures.Hoping to enhance the status and social influence of health supervision,improve the quality and ability of health supervision law enforcement personnel,and further improve the effectiveness of health supervision law enforcement in practice,and give full play to its role in public health protection,effectively improve the public health environment,and promote the "Healthy China" strategy to take root early.
