China is still in economic transition and social transformation of the historical period, facing more complex. For natural disasters, accidents, disasters, social security problems exposed disharmony, anywhere outbreak of the possibility of a variety of public emergencies is existed. Such as the1988Shanghai epidemic outbreak of hepatitis A, and endangered the lives of more than30million people; Spring and summer of2003, a new coronavirus caused SARS epidemic to the health of all Chinese people and a serious threat to life safety;2005, Streptococcus suis in Sichuan Province a large-scale epidemic; the summer of2006, Beijing has undergone a result of Romanian raw longevity triggered angiostrongyliasis epidemic; in August2006, Shanxi caused because the drug epidemic of Japanese encephalitis mosquito attacks generated;2008"melamine," milk powder incident, so that nearly4000children are suffering from a stone; May21,2008in the Wenchuan earthquake triggered a large number of natural disasters, public health issues; in particular the2010event and the exposure of Shanxi, Jiangsu vaccine vaccine case has fully exposed the seriousness of China’s local public health crisis.Therefore, whether from the field, frequency or from the scale, organization dimension of view, the present stage in China is in the sudden public health events frequently. Currently, the national level, theorists have emergency management theory and application of new exploration and research, and public health emergencies of the prominent features and more in local government, as accounting for the high proportion of Chinese small and medium sized cities, to strengthen emergency management of public health emergencies is still in a breakthrough in the research stage. In this thesis, Shanxi vaccine as an example, analysis of local production because of public health emergencies, and proceeding from national conditions, the use of crisis management and other related theoretical results, learn from domestic and international public health emergencies management theory and experience, on China’s local Public Health Emergencies Management Mechanism proposed effective measures.The content of this paper includes the following six parts:First part of the Introduction. Discusses the research background, thesignificance of the topic and research methods, and pointed out that the innovation of the paper.Thesecondpart, anoverviewof governmentcrisismanagementtheory and the sudden publichealthincidents. Defined the conceptof crisis,crisismanagement, et c.,and reviewed the development of relevanttheory, clear the contents of the artic le studied, laidthetheoreticalfoundation forthe management mechanism of localg overnment emergency publichealthevents.Thethirdpart, the statusquo of China’s localgovernment managementmecha nism of the sudden publichealthincidents andproblems. First introducedtheachie vements of localgovernment emergencypublichealth constructionShanxivaccine incident,analyze the reasonsforitsformation, summedupthesuddenpublic healthev ents of Chineselocalgovernment emergency profilesandalert statusquo analysis t heproblems of localgovernment suddenpublic healthincidents managementmech amsm.Thefourthpart, onhowto improve thesuddenpublic healthincidents in China’s localgovernments copingmechanismsconstruction, and proposed somecountermeasures observations. Managementsystem in the sudden publichealthincidents by the United States, Britain, Japan,and China comparison, gives an important revelation for China to improve publichealth eventmanagement mechanism.PartV Summary andResearchProspects. Summarizesthe fulltextofthe resear ch findings and conclusions, and future research directions are put forward.
