With the rapid development of economy and the rapid progress of society, traffic congestion is becoming a common problem, which greatly limits the rapid growth of urban economy, endangers the urban environment, and tests the wisdom and determination of urban managers. The government has introduced a series of measures to deal with traffic congestion, which has effectively alleviated urban congestion to some extent. However, due to the unscientific and unreasonable work in the traffic congestion management,a vicious circle has emerged, that is,the traffic congestion has not been solved, but caused more traffic congestion. This paper mainly adopts the methods of statistical analysis and investigation, and carefully reads the research literature of relevant experts and scholars for further analysis and research. On the basis of previous studies, the relevant materials of traffic congestion control in Longwan District since the 13 th five year plan are collected. In addition, according to my own work experience and interviews with relevant responsible personnel,I collected a large number of traffic data and materials in Longwan District. In the specific research process, this paper analyzes the characteristics of traffic congestion in Longwan District from three aspects: the overall smooth operation of road traffic, the increase of congestion time, and the slowing down of the speed of secondary trunk road and branch road.It also analyzes the main measures of traffic congestion management in Longwan District from five aspects: improving the road traffic system, improving the public transport system, promoting the traffic microcirculation of old residential areas, expanding intelligent parking management, and increasing the investment of pedestrian facilities. Finally, the traffic congestion control in Longwan District has achieved great relief of traffic pressure, parking problem has been solved to a certain extent, and the level of traffic management informatization has been improved.Combined with the actual work of traffic congestion management in Longwan District, this paper points out the deficiencies from four aspects: lack of overall planning for the construction of traffic congestion management facilities, safety risk caused by road use without acceptance, partial traffic network in a fragmented state due to the traffic congestion management, civilized traffic propaganda mode and guidance surface, etc.,and analyzes the reasons one by one from four aspects: the insufficient effective coordination between relevant functional departments, shortsightedness and utility in traffic congestion management, the inevitable result of the reconstruction of large-scale urban villages, and the lack of attention paid by relevant functional departments to the prevention and control of traffic jams. Finally, this paper puts forward specific suggestions for improvement.First, strengthen the top-level design of traffic congestion management, improve the long-term traffic planning, and build a multi center urban pattern.Secondly, increase the supply of transportation infrastructure, encourage social capital to participate in the construction, guide commercial housing projects to increase the allocation of parking spaces, promote the staggered parking system of government units, and strengthen the protection of land use, approval and other aspects. The third is to improve the dynamic supervision system of traffic congestion management, establish the overall approval and integrity management system of road construction, and smooth the feedback channel of public supervision. The fourth is to optimize the publicity and education of traffic congestion management, further innovate the publicity and education methods, and enhance the subject consciousness of the citizens.
