The Influence Mechanism Of Artificial Intelligence On Great-power Relations

With the help of the Internet,big data,and machine learning,artificial intelligence has developed rapidly.Not only has it achieved an innovative breakthrough in the technical field,but it has also been deeply integrated with other industries,forming a broad application prospect and huge spillover value,which has brought important influence to the country's political,economic,military and other fields.With the development of artificial intelligence,major powers are actively formulating artificial intelligence policy plans,which are regarded as important concerns for maintaining national security and enhancing national competitiveness,and have risen to the national strategic level in order to occupy a dominant position in the technological competition in the new era.In particular,China and the United States,with their excellent technical capabilities and huge industrial space,have surpassed the first in the new round of artificial intelligence technology development,and the global artificial intelligence pattern has gradually emerged as a "China-US dual hero".The competition between the two countries in the field of artificial intelligence is obvious,which will have a profound impact on Sino-US relations,the international political field and even the level of the international system.International relations will also usher in new opportunities and challenges.Therefore,this article takes the impact mechanism of artificial intelligence on the relationship between countries as the core research goal,first introduces the concept and basic characteristics of artificial intelligence,and emphasizes its great value in today's era.Second,focus on the overall,innovative,strategic and other characteristics of artificial intelligence competition,and integrate it into offensive realism theory,starting from the three variables of power,security,and interaction mode,forms and shows a theoretical framework to analyze the impact of artificial intelligence on the relationship between countries;then innovatively summarizes and proposes the mechanism and path of its formation,and further analyze and elaborate from the three levels of the national level(functional level),the international structure level,the global governance level on how this rapidly developing emerging technology will affect the relationship between countries and even the international system.Then,on the basis of commonality,this paper select China and the United States as special samples and analyzes them from three levels: policy hedging at the national level,power competition at the international pattern level,and interest competition at the global level,and add cases or data(Such as policy,talent,industrialization,investment and financing)in the key areas of artificial intelligence competition between the two countries.The empirical data serves as an argument,confirms the rationality of the theoretical analysis framework,and better assesses the relative competitive trends in the field of artificial intelligence between China and the United States,analyzes the impact of artificial intelligence technology competition on Sino-US relations,provides new insights into the current dynamics of the Sino-US interactive relationship;Finally,discuss China's countermeasures,what enlightenment the challenge of artificial intelligence in international relations has brought to China,and how should China actively respond to it.This article provides some suggestions,show the innovation of national strategic behavior in the era of artificial intelligence.
