The Impact Of Artificial Intelligence On International Relations

With the enrichment of data and the improvement of computing power,especially the breakthrough of deep learning,artificial intelligence had a big explosion around 2010.The following decade has witnessed various changes in the fields of economy,politics,military affairs,diplomacy,security,employment,social life and other fields,and has witnessed the approach of the age of AI.In the AI era,the way in which international relations will evolve affects whether China could realize the Chinese dream.Therefore,to study the impact of AI on international relations has much practical significance.However,because weak AI is still young and its impact on international relations is at an early stage,although many research results have emerged in the academic community,most of research are on phenomenon,rather than theoretical researchA systematic and complete theoretical analysis paradigm has not yet been formed.This thsis is devoted to provide a preliminary and comprehensive analysis framework.The author advocates that to figure out the impact of artificial intelligence on international relations,three steps need to be completed,namely,judging whether artificial intelligence can affect international relations,analyzing how artificial intelligence affects international relations,and making suitable suggestions.The first step is the premise of the research,the second is the key step of the research,while the third step is the end of this research.Regarding the impact of artificial intelligence on international relations,this article proposes that the question should be divided into three parts.First part is "artificial intelligence" as the independent variable,including technology itself,application,diffusion and re-innovation;second part is "international relations" as the dependent variable,including international actors,system structure,issue&norms and cognitive concepts;final part is "influence",that is,the way in which independent variables affect dependent variables.In addition,the results and limitations of the research should also be discussed.This article is distributed into 6 parts.Chapter 1 will explains and defines the two concepts of "artificial intelligence" and "international relations",combs the historical and theoretical research of science and technology and international relations,then the author will provide his own analysis framework.Chapter 2,3,4,5 will analyze the four fields which artificial intelligence affects,namely,international actors,system structure,issue&norms,and cognitive concepts.The author will explain their specific impact methods and paths.In the last part,the author hopes to predict characteristics of international relations in the era of AI,and propose the goals and actions China should pursue in the AI era.
