Research On The Governance Of Non-governmental Organizations Participating In Network Public Opinion

With the continuous progress of social development,there are more and more public emergencies.Take China for example,in the past decade,there have been various public emergencies,from SARS in 2003,melamine milk powder in 2008 and Wenchuan earthquake,Yushu earthquake in 2010,Guo Meimei event in 2011,301 event in Kunming in 2014 and Liangshan forest fire in 2019 Various types of public emergencies occur frequently.With the continuous development of information network,the propagation speed and scope of public emergencies are more and more wide.In the face of these situations,China is facing a more complex development environment.In addition to the qualitative variables from sporadic to frequent emergencies,it also needs to face a broader public opinion challenge and supervision than in the past.As the main body of public management,the government's governance position in the face of public emergencies can't be shaken.However,due to the continuous changes of the overall world pattern and the complex network situation of continuous development,the government appears to be powerless in the face of public emergencies alone,which requires the intervention of civil society and third-party organizations,as well as the government and society We will work closely together to manage public emergencies.As a concentrated embodiment of social forces for public management participation,non-governmental organizations should play a greater role in complex and changeable public emergencies.At present,although non-governmental organizations have made some achievements in the field of environmental protection and charity,due to historical reasons and the defects of non-governmental organizations in China,their participation in public emergencies is still limited.Although with the acceleration of the process of global information integration,the network occupies a larger and larger proportion in people's life,and its impact on public emergencies is also growing.Government agencies gradually realize the guidance of network and network public opinion for the development of public emergencies,and gradually increase their control efforts,but the effect is still not very complete due to various factors Beauty.As a non-governmental organization that should take more responsibility in public emergencies,how to play a better role in the collaborative governance of public opinion in public emergencies is an urgent problem.This paper attempts to discuss from four aspects.The first part is the analysis of the research status.First of all,this paper discusses the current social development situation and the needs of non-governmental organizations to participate,and then further expounds the domestic and foreign research status of collaborative governance of public emergencies,leading to the focus of this paper.The second part elaborates the related concepts.For the research of collaborative governance of public emergencies,we must understand the concepts of non-governmental organizations,public emergencies and network public opinion.Firstly,we summarize the relevant concepts and characteristics,and then use governance theory and collaborative governance theory to provide a theoretical basis for non-governmental organizations to participate in collaborative governance of public emergencies network public opinion.The third part is the analysis of advantages and influences of participation.First of all,it analyzes the advantages of NGO's participation in public emergencies.At the same time,it uses cases to illustrate that NGO's participation in public emergencies has great influence and specific influence mechanism.The fourth part,participate in the dilemma and analyze the countermeasures.From the three aspects of society,government and non-governmental organizations themselves,this paper analyzes the difficulties of non-governmental organizations participating in the collaborative governance of public opinion in public emergencies network,and further proves its difficulties and solutions through cases.
