The Study On The Modernization Of Social Security Management In Rural Areas Of Wenzhou

With the rapid development of economy and the deep transformation of society,the situation of crime prevention and control in China is constantly changing.The conflicts of public security and interests in some areas are gradually prominent.,and many new types of crime are continuously emerging,so the social management is facing new challenges.Especially some rural areas where public security controls are weak.With the acceleration of urbanization,the hollow phenomenon of these areas has been gradually worsening.The rural areas have become a hotbed of crime.The existence of such phenomena as the village bully,colony public security affairs,pornography,gambling and drugs etc.,seriously affected the security and satisfaction of rural people.At the same time,people's desire for a better life is very strong,and the requirements for public security management in rural areas are also continuously improved.Therefore,in the Third Plenary Session of the 18 th Central Committee of the CPC,the Central Committee of the Communist Party of China indicated,“...and push on with modernization of the country's governing system and capabilities.” And the 19 th National Congress of the Communist Party of China declared,“ We will accelerate development of the crime prevention and control system,combat and punish in accordance with law all illegal and criminal activities such as pornography,gambling,drug-abuse,gang violence,kidnapping,and fraud,and protect people's personal rights,and right of dignity.”Based on the era of “internet+” and “5G”,the new situation of the rural construction,the new demands of the crime prevention and control,and the new requirements safe rural construction,it is necessary to rely on network-based information technology to promote the modernization of the crime prevention and control system and the management in rural areas.Specifically speaking,it takes modern information network technology as a carrier,through perfecting the rural internet conditions from every aspects,setting up offline information collection network and online information research and disposal network,building and strengthening the network of police team on public security.This essay is based on the theory of social governance and the theory of the environmental prevention,adopting literature research,case study,questionnaire method etc.,to study the problems of rural public security and management.The research indicates that although Wenzhou government has been taken some measures such as multi-level linkage,multiple co-governance,comprehensive governance etc.,for the rural social security and management,there are still some problems in it.For instance,the low level of modernization of the governance system,the existence of the blind spot of governance,the weakness of the foundations,the insufficiency of management ability.The reasons are the government's insufficient understanding,imperfect system design and talented person cultivation and so on.Under the background of networked era,in order to perfecting the level of rural public security and management,the Wenzhou government should further improve the understanding,optimize the management system,strengthen various safeguards and actively explore the application of the network technology in rural public security and management.
