Public policies will change with the development of society.Policy changes are manifested in policy supplements,adjustments or terminations,and the implementation of new policies.Policy changes are affected by dynamic factors such as systems,actors,and the environment.Therefore,policy change is an important content of policy research.Research on the process of policy change can reveal the law of the dynamic factors of policy change.The research is based on John W.Kingdon's multi-source theory,using literature research methods and survey research methods to analyze the process of changes in Wenzhou women's maternity leave policies,in-depth discussion of the dynamics of changes,and looking for the driving factors for the changes in Wenzhou women's maternity leave policies,And tried to modify the application of the theory of multi-sources in Chinese practice,summarize the general laws of the driving factors of policy changes,and use the general laws to explore the possibility and feasibility of changes in the current women's maternity leave policy in Wenzhou,and look for the current women's maternity leave policy in Wenzhou The direction and thinking of the change are expected to provide a reference for the future changes in the maternity leave policy for women in Wenzhou.According to the research,the most important influencing factor in the changes in the maternity leave policy for women in Wenzhou City is the change in the birth policy.According to the changes in the birth policy,the changes are divided into the change in the maternity leave policy during the family planning period,the change in the maternity leave policy during the single second child period,and the comprehensive second child period.Changes in maternity leave policy.Through the analysis of the sentiment.The source of the comprehensive second-child period is the feedback on the effect of women's maternity leave policy,the domestic and foreign comparison of the length of maternity leave,the low number of people participating in maternity insurance,and the decline in the birth rate of the population.The policy source is mainly the softening effect of experts and scholars,the implementation needs of the comprehensive two-child policy,and the guiding effect of the adjustment of women's maternity leave policies in other regions of the country.The political source is mainly based on public opinion.Women and their families expect to extend the length of maternity leave under the comprehensive two-child policy,and companies expect to reduce their labor costs under the comprehensive two-child policy and the merger of the two insurances.On the basis of dynamic analysis,it is believed that the driving force for future changes in Wenzhou's maternity leave policy for women may include feedback on the implementation effects of the existing maternity leave policy for women,the softening effect of experts and scholars,the changes and implementation of other policies,political commitments and public sentiment;future changes The direction may be to establish a flexible maternity leave system,relax the conditions for maternity leave policies,and expand the coverage of maternity leave benefits.
