Urbanization is not only a process of gathering rural populations into cities,it is also widely regarded as an important part of modern economic growth.With the continuous migration of the population,the process of urbanization is naturally accompanied by an increase in the number of cities or an increase in the size of the city.In today's urbanization problem,exploring the optimal city scale is of great significance for building a clustered economy with a core of developed cities.On the other hand,manufacturing companies closely related to the regional economy are undergoing profound changes,exploring and promoting high manufacturing.The path of efficient and efficient development also has practical significance.The well-received policy of withdrawing districts involves both of the above issues,and what kind of policy effects will the administrative divisions have? This paper studies the impact of the district-removal policy on the productivity of manufacturing enterprises.This paper firstly combs the research trends and research results of the regional economic growth theory at home and abroad and the policy effects of the districts,and finds that there are relatively few theoretical studies and empirical studies on the impact of the districts on the productivity of enterprises.Further advance the research on the basis.In the theoretical analysis part,this paper distinguishes between the county-level government and the municipal-level government in terms of administrative power and functions,such as industrial development priorities,fiscal system,and management authority.These differences have caused a series of impacts on the city by the districts,including the expansion of the city's scale,the expansion of the development space,the acceleration of population mobility,the increase in labor supply,the improvement of public services and infrastructure,and the improvement of people's quality of life.These effects brought about by the districts of the county will imperceptibly affect the productivity of local manufacturing enterprises,cause enterprises to gather and develop,exchange labor and create high-quality enterprises to enter the environment,and talents absorb the ecology.In the empirical part,this paper uses the sample data of 46 evacuation areas from 1998 to 2007,and the productivity of manufacturing enterprises calculated by OP method is the dependent variable,which controls the two-way effect and uses the double difference model for regression analysis.The results prove that the withdrawal of districts can effectively promote the productivity growth of manufacturing enterprises in the county.The group's regression results show that the withdrawal of districts can mainly improve the productivity of low-end manufacturing and manufacturing in the western region,and the effect on high-end manufacturing is not good.Further empirical research found that the policy effect of the district-removal zone has a lag effect,and there is no long-term,stable effect,and the effect will become weaker with time.The above results show that the local government now uses the policy of withdrawing the county to develop local manufacturing methods,mainly by attracting enterprises to gather,and it is to attract a large number of low-productivity enterprises by operating land to generate wealth and land.This paper also makes a simple analysis of the mechanism that affects the productivity of enterprises in the county.The results show that the policy may promote the productivity increase by affecting the number of enterprises,the number of workers and the number of public service facilities.According to the relevant,give policy recommendations: further explore the withdrawal procedures in line with the economic development;promote the differentiated development of manufacturing characteristics,form an industrial structure based on advanced manufacturing,and promote the transformation and upgrading to advanced manufacturing clusters;And strengthen the construction of infrastructure and the allocation of public services.
