Policy Evaluation Of "Province Directly Managed Counties" In Anhui

The five-level government system in China today is central-province-city-county-township,of which county economy is essential.Under the current system,county-level finances are gradually stretched due to various reasons,losing competitiveness,and inhibiting the development of county-level economies.In order to alleviate this problem,since 2002,the state has piloted the fiscal system reform.In some counties,“county finance and province management”,Anhui Province has been an active pioneer in pioneering exploration.Later,in 2011,the personnel power reform was carried out in Guangde County,and the economy,finance,and personnel were completely managed by the provincial government.Then this article is to explore the nearly ten policies of the province Whether the effect and impact mechanism over the years are an effective and worthy administrative management system can provide a reference for the government and the country's next reform direction.Based on county-level data from 2000 to 2017 in Anhui Province,we used synthetic control and regression synthetic methods to evaluate the impact of the“Provincial Direct Administration County” policy on the economic growth of the pilot county Guangde County.Selected more representative economic indicators: GDP growth rate and county-level fiscal revenue as our main explanatory variables,urbanization rate and per capita wage as co-variables.At the same time,new and fixed options were selected according to the development direction of Guangde County Asset investment,total retail sales of social consumer goods,and industrial added value on regulations also serve as our evaluation indicators.The results show that the policy can very effectively increase the growth rate of GDP,county-level fiscal revenue,and total retail sales of consumer goods,and promote local economic development.But at the same time,it will also inhibit the development of new fixed asset investment and industrial added value.Our analysis shows that the location advantage of Guangde County at the junction of Jiangsu and Zhejiang prompts thelocal government to focus more on investment promotion.Its rapid development has three aspects to help: First,it has eliminated the shackles of personnel power and let Guangde County The government can be determined to develop boldly.Second,with the support of the provincial finances,Guangde County has the ability to develop fully.Third,with the geographical advantage of the Yangtze River Delta,Guangde County has priority and rapid development.In view of this,our results can support the reform ideas of "provincially administered counties" to promote the economic development of counties.Most of the analysis in this field is qualitative analysis,and most of them focus on a certain province or the overall discussion.Quantitative analysis is also a comparative case study that sinks to a specific county.This article can be used as an academic supplement.In addition,this article uses county-level data from 58 counties in the province to analyze the economic development of the county at a fine level.Finally,the multiple policy evaluation methods we use improve the disadvantages of traditional policy evaluation methods,reduce errors caused by artificial selection of control groups,and combine qualitative and quantitative methods.It provides good research ideas for the macro policies of specific subjects.This article has both theoretical and practical significance.The theoretical significance lies in starting from the data,scientifically studying the degree and trend of the impact of policies on the development of various indicators in the county,providing a reference for the government and the state to review the policy orientation,and adjust the next goals and steps in a timely manner.The practical significance is quantitative analysis from statistical data and qualitative analysis from actual conditions.The combination of the two confirms each other,finds shortcomings for county-level development,develops strengths,and provides some reference suggestions and improvement measures.
