The real estate registration system is an important system in the property law.Which contains the fact that real estate rights and their changes recorded in the real estate registration by the specific department of the State Council or the interested parties.Modern human history experience suggests that the rise of any great power in the world is based on the primary task of protecting property rights,while the real estate registration system is a social basic system with protecting property rights and interests and maintaining transaction security as the core functional value.Since the reform and opening up,China has implemented a separate registration system for all kinds of real estate,however,with the continuous development of society,the transformation of the economic system,coupled with the growing prosperity of the real estate market,registrations of real estate are also becoming more frequent,regional economic development and social progress urgently need the introduction of the unified management system of real estate.Unified registration system is not only conducive to the better carry out of the regulation,ensure the security transactions and effectively protect the legitimate rights and interests,but also has the function of activating the precipitated assets and prying the economic development,which has a great significance to improve the efficiency of government governance,convenience to enterprises,convenience to the masses,etc.;It is not only an important policy tool for stabilizing growth,promoting reform,adjusting structure,and ensuring people's well-being,but also an important measure to build a moderately prosperous society in an all-round way.In November,2013,our country firstly proposed to carry out the unified registration of real estate,then the “Property Law of the People's Republic of China”,“The Implementing Rules for the Interim Regulations on Real Estate Registration” and other related laws and regulations were issued,governments at all levels attached great importance to the unified registration and management of real estate.Driven by the policy and the expectations of the people,on September 28,2016,Leshan Real Estate Registration Center was officially established,“Issue new and stop the old” fully realized,the unified registration of real estate was carried out fully in Leshan City.In the practice of uniform registration of real estate,Leshan City established the work principle as “unified registration,stable continuity,convenient and beneficial to the people”,through four years' operation,Leshan City real estate registration's amount has reached the original land,housing annual registration level,the reform of the registration system has been carried out smoothly,however,with the deepening and entry of the unified registration of real estate,the management of unified registration of real estate has also met many problems and challenges that need to be solved urgently,how to optimize the process management,improve the real estate registration management business level,and thoroughly realize the “convenient to the people,and for the people” need to to start from aspects such as the system process,organizational process,business process,digital upgrade.Based on the unbalanced development of public services such as real estate registration in China and the dual hot topic of optimizing the government institutions' process management,in order to discuss how to optimize management issues exist in real estate unified registration process in Leshan City,this paper carries out a systematic diagnosis on the real estate registration process management in Leshan City through the combination of literature retrieval and questionnaire.With the theoretical support of public management,process reengineering and service-oriented government,it analyzes the problems encountered by Leshan Real Estate Registration Center in process management,deeply finds out the causes,and puts forward the optimization strategy accordingly,so as to optimize the management mode of real estate registration process,improve the efficiency of government administrative approval,and create a better environment for government services.
