Research On The Test Of China's Network Security Policy (1994-2018)

Since China was officially connected to the Internet in 1994,China's network security policy has experienced more than 20 years of development and evolution.As an important component and key support for the development of the concept of network security in the new era of our country,our country's network security policy system is an important guarantee to ensure network security and people's happiness.At present,although China's network security work has achieved some results,there are still some problems.The existence of these problems is not conducive to the development of China's network security work,but also hinders the all-round development of the network information industry.Based on this,on the basis of collecting China's network security-related policies from 1994 to 2018,this paper analyzes China's network security policy texts through policy text analysis,encodes the collected policy texts,Using SPSS software to analyze the policy subjects,theme contents,tools,time distribution and interaction of cyber security policies,we draw the following conclusions: the "multi-subjectivity and strong strategy" of the policy text formulation structure,the "multi-regulation and less legal" of the legal effect of the policy text,the "multi-specialization and less coordination" of the policy subjects,the "strong specificity and weak foundation" of the theme contents of the policy text,and the "strong environment and weak demand" of the policy text using the policy tools.Through combing the historical evolution process of China's network security policy,summarizing and summarizing the characteristics of China's network security policy system,it is concluded that the development of China's network security policy has gone through four stages.Logical relationship is from initial introduction to active layout from decentralized macro policy system to centralized and more specific policy layout.Based on the above data analysis,the problems existing in the policy text system are found out and carried out in four aspects.First,the policy subject has a low level of issuing subjects and lacks systematic design and decentralized legislation.Second,the policy focuses on management in terms of thematic content and less on individual thematic content.Third,the use of policy tools is too dependent on environmental policy tools,ignoring the use of supply-based and demand-based policy tools;Fourth,there are fewer procedural laws and regulations in terms of policy effectiveness and the legislation is lagging behind.Suggestions for improvement are put forward in view of the existing problems in China's network security policy.The network security policy main body level is put forward to strengthen the connection between the main body of each document,and to establish and perfect the systematic design of policies and regulations.At the level of policy theme,it is proposed to pay attention to the systematic development of policy theme content and to strengthen the balance of policy theme direction.At the level of application of policy tools,it is proposed to strengthen the rational use of policy tools and the market regulation of supporting policies.At the level of policy effectiveness,it is proposed to enhance the operability of laws and regulations from the perspective of the network life cycle and make detailed legislation.
