Research On The Independence Of Third-party Evaluation Agencies In The Process Of Government Procurement Of Public Welfare Services

Since the 80 s of last century,with the rapid development of the social economy,the social force has gradually developed and developed rapidly.The government began to carry out the government purchase of public service projects.Under the policy of policy,Shanghai,Shenzhen and Guangzhou began to buy public service projects,and formed their own characteristics of the purchase model.Among them,Fengxian District,Shanghai,followed the pace of the development of the times,and began to explore the government purchase of public service items in 2008.But the government's purchase of public service projects is developing rapidly,and there are also problems.In order to cope with many problems,the government began to pay attention to the evaluation management of the government's purchase of public services.Among them,the professional advantages and neutrality of the third party organizations have aroused much attention from all walks of life,and the third party evaluation has gradually become an important system choice for the government to undertake the function of government supervision.However,the third party assessment is still a new thing in the field of government procurement of public service projects,and its development is still facing many difficulties.With the continuous popularization and deepening of the third partyassessment system,these problems have increasingly become a stumbling block to the government's purchase of public service projects,and have aroused close attention from all walks of life.Therefore,it summarizes the existing problems of the third party assessment of government procurement of public service projects,and it is common among government departments and social forces.It is of great practical significance for the government to realize the good operation of the public service projects and to promote the cooperation of the government and the society and the development of the social organization.This paper mainly adopts literature research method,case analysis method and other methods to analyze and study.Taking Fengxian District of Shanghai as an example,with the help of the government,the evaluators and the assessed party,the existing problems are summarized.On the basis of this,Starting from the new public management theory and governance theory,and based on the perspective of the role of the government,this paper puts forward suggestions for improving the third party evaluation system.In the process of government procurement of public services,the importance of the third party assessment is increasingly evident.However,due to the late start and lack of practical experience,the development of the third party assessment still faces many difficulties.Therefore,we should objectively look at the problems existing in the third party evaluation of public service projects and make joint efforts to deal with them.Under the background of China's weak social forces and the government dominated purchasing process,the government shoulders heavy responsibilities.
