Research On Countermeasures Of Improving Government Perfomamce Evaluation Under The Perspective Of Service-Oriented Government

With the comcept of public service-oriented government and its application in practical areas, how to build service-oriented government and improve its performance has become a major problem that must be thought and solved in our country. As an effective tool to change the function, improve public management, fix the role again, raise public service and promote good performance of the government, government's performance evaluation has huge promoting function and significance for the construction of China's service-oriented government.In recent years, some government departments have begun to practice goverment performance evaluation with the deeping of administrative reform, the raising of government management level and theoretical sustained exploring of scholars in our country. Government's performance evaluation has achieved some results and experience both in theory and practice. However, since our country is in the transition from old to new system, government's perfomance evaluation is still at an initial stage and gaps in different fields are inevitable. Therefore, we need to build a system of government's performance evaluation that is fair and impartial, scientific and democratic, standard and long-term and aimed at serving the people to promote the construction of service-oriented government.With a purpose of exploring a development path of government's performance evaluation suited to China's national conditions, the theis bigins at basic theories of the service-oriented government and government's performance evaluation and analysis in-depth of the meaning, characteristics, and theory behalfs of the service-oriented government and the meaning, function and architecture of government's performance evaluation with analysis methods, for example, system analysis and case analysis. Based on the conclusion of the current status of government's performance evaluation at all levels, main problems are described and a variety of underlying causes behind these plights are explored. With typical British and American representatives of Western governments, practice and experience of government's performance evaluation have been introduced and significance of useful references have been find out. With China's specific conditions and from the perspective of people-oriented--the nature of the service-oriented government, the theis explores concrete measures of our government's performance evaluation, which are should be taken in six aspects:establishing legal protection, determining multi-subject of evaluation, designing scientific evaluation indexes, selecting synthesized evaluation methods, standardizing the implementation process of evaluation and emphasising on the use of evaluation results.The practice of our government's performance evaluation is looking forward to walk toward standardization, science and institutionalized and give full play to government's public management and the construction of service-oriented government.The thesis is intended to privide a number of entry points and ideas of studying public service-oriented government, which provides theoretical support for performance evaluation in the practice of building public service-oriented government.
