Research On The Participation Of Technological Social Organizations In The Construction Of Shanghai Scientific Innovation Center

Pushing Shanghai to build a science and technology innovation center with global influence is a national strategy.The science and technology innovation center is a complicated and difficult project.The strength of the government alone is far from enough.Therefore,the coordinated participation of social organizations,especially scientific and technological social organizations,is needed.Social organization has always been a hot research topic in academic circles and has broad development space in reality.This paper focuses on the participation of scientific and technological social organizations in the construction of Shanghai Science and Technology Innovation Center,which can link up innovative resources and activate innovative potential.At the theoretical level,this paper mainly takes the cooperative governance theory as the analysis perspective.The basic idea of this theory is that "multiple subjects cooperate with each other and participate in collective actions together to achieve synergy".This is consistent with the reality that scientific and technological social organizations and government,enterprises,universities and scientific research institutions jointly build Shanghai Science and Technology Innovation Center.Under the strategic background of building a scientific andtechnological center,each subject is no longer an atomized individual,but develops various activities and projects on the basis of full consultation with the platform and resources built by scientific and technological social organizations,forming a community to promote the development of science and technology.Following the legal classification standard for social organizations,this paper divides scientific and technological social organizations into scientific and technological social organizations,scientific and technological social service organizations and scientific and technological foundations.On this basis,it analyzes the participation paths of specific types of organizations with the practice of typical organizations as a case.The arrangement and basic conclusion of this paper are as follows:The first part(introduction): This paper discusses the research issues,research significance and analysis framework of this paper,and sorts out the research on social science innovation center,the research on social organizations participating in national governance and the research on social organizations participating in scientific innovation center in recent years.The second part(Chapter 1)Introducing the core concepts of this article,such as scientific and technological social organizations,Shanghai Science and Technology Innovation Center and the theoretical basis,cooperative governance theory,accordingly to lay the theoretical analysis foundation of this article.Part III(Chapters II,III and IV): As the core part of this article,different types of scientific and technological social organizations are taken as research objects,namely scientific and technological social organizations,scientific and technological social service organizations and scientific and technological foundations.Each type of organization selects a typical example,and analyzes the path for scientific and technological social organizations to participate in the construction of scientific and technological innovation center in combination with cooperative governance theory.There are many subjects participating in the construction of scientific and technological centers.In this process,each subject has set up a cooperative network with other subjects.Scientific and technological social organizations play a leading,dominating or coordinating role.The fourth part(conclusion): to make a summary of the full text and future research prospects.The preliminary conclusion of this paper is: in the process of Shanghai's construction of science and technology center,scientific and technological social organizations participate by the way of cooperation between government and society,community building and policy advocacy,scientific and technological social service organizations participate by the way of cooperation among government,market and society,integration of production,study and research,and filling in gaps and supplements,and scientific and technological foundations participate by the way of serving scientific and technological entrepreneurship and creating soft environment for entrepreneurship.
