After the second World War, Western developed countries pay more and more attention to public business in the position in the national development of science and technology, science and technology promote the renewal of economic structure, brings along the changes of the social structure and further cause the change of world political and economic pattern, science and technology become the motive force of economic growth, its function has gone far beyond the labor, resources, capital and other factors, the competition between countries is increasingly reflected in on the competitiveness of science and technology. Look from the world of science and technology and economic development, the scope and quantity of public products of science and technology have a rising trend, to science and technology infrastructure of public investment as the national competition strategy is more important.To explore more effective management system and working mechanism of science and technology at the grass-roots level, the government administration behavior of public science and technology will be discussed. This paper first introduces the concept and theoretical basis of public science and technology management, and then compared to draw lessons from the western developed countries represented by America and China’s advanced cities public behavior main body of technology management, main features, and the government’s public management experience in science and technology, the science and technology system reform trend of western countries. LuJiangXian is discussed, the government’s public management work of science and technology as the sample, through empirical study, to explore grassroots public management system and management ability of science and technology, analyses the problems existing in the grassroots public science and technology system reform, combining with the experience of western developed countries, put forward the related countermeasures and Suggestions.
