The report of the 19 th National Congress of the Communist Party of China pointed out that the main contradictions in society have been transformed into "contradictions between the people's increasing needs for a better life and imbalanced and inadequate development." He also pointed out that in order to respond to the growing needs of the people in terms of democracy,the rule of law,fairness,justice,security,and the environment,to resolve new social contradictions,he proposed to strengthen and innovate in the field of social governance,and establish a social governance pattern of co-construction,governance and sharing.As an important part of the national governance system,group organizations are the important strength for the party to govern the country.In July 2015,the Central Committee of the Communist Party of China convened a working group organization conference to promote the reform of the group organization as a whole,requiring the various group organizations represented by the labor union,the women's federation,and the Communist Youth League Committee to stimulate their own organizational vitality,strengthen the contact with service targets,Organize and mobilize capabilities,strengthen the "pivotal" nature of your own organization,interact with local administrative departments,social organizations,enterprises,and institutions to achieve joint participation in local governance.Regarding the work requirements of the central government,the importance of labor union reform is particularly important because the service targets include employees of various types of enterprises and institutions.During the reform process,the labor union has continuously adjusted its own work forms and sought to work with social organizations to work together.Corresponding employee service projects have expanded beyond the scope of specific enterprises and employed workers in certain areas(such as business districts,industrial parks,buildings,and incubation bases for innovative enterprises).Unit concentration area has realized the socialized development of the service of trade union employees,realized the organizational participation in grass-roots social governance,and played a beneficial role in national innovation and grass-roots social governance.In this regard,this article summarizes the existing research concerns on this topic as a whole,and proposes examples of post-union reforms in combination with the central reform opinions,combing the theoretical logic and realistic basis of the participation of the Polytechnic Society in social governance.As the most representative group organization,on the one hand,the trade union is an assistant to the party and government management,responsible for realizing the party's contact with the workers and the masses,and it is "political";on the other hand,the union itself is still a "massive" organization,representing The interests of the staff and workers emphasize the independence and autonomy of organizational work.The combination of the dual attributes makes unions different from neighborhood committees,streets,and other social organizations,and has irreplaceable participation in grassroots social governance.To this end,this article takes the Shanghai region trade union as an example,and focuses on the three main issues of trade unions in participating in the process of grassroots social governance: the issue of constructing harmonious labor relations by non-public enterprise trade unions;The issue of purchasing services in the cooperation between trade unions and social organizations is demonstrated through specific cases.Based on investigations and observations,it is found that the improvement of the work effectiveness of the trade union reform is manifested in two aspects: on the one hand,by improving the "small three-level" trade union organization system in towns and towns,expanding trade union formation and employee joining methods,and building regional and industry-level jobs A series of reform measures,such as the congress system,have made grass-roots unions more dynamic and closer to the workers.On the other hand,with the help of socialist development methods of party-mass co-construction,cultivation of social organizations,and purchase of services,unions have strengthened their The role of a "hub type" organization has improved the ability to integrate and utilize various social resources,strengthened the party's relationship with society,and consolidated the party's governing foundation.It is worth noting that after the early reforms,the basic-level labor union still need to effectively increase their independence and representation,explore the path of collective bargaining from the bottom up,and then play a more substantial role in mediating labor conflicts and effectively protecting the rights and interests of employees.This series of reform measures reflects the organizational philosophy and action logic of "political and service-oriented" presented behind the reform of China's labor union,and responds to the organizational development requirements of "protection of rights and maintenance of stability" of the National Federation of labor Union.While fully responding to the requirements of the majority of the staff group,with the increasing socialization of its organizational services,the trade unions will also play an increasingly important role in improving the basic social governance structure.
