As an important part of the social governance system,the Chinese Trade Union Organizations have a unique advantage in balancing the interests of all parties, and labor relations, maintenance worker rights and interests.In the general situation of social governance, the active participation of the provincial labor union organizations is not only to strengthen the ruling ability construction and the inherent requirement of the transformation of government function innovation,but also the characteristic of the construction of socialist democratic politics.Because of the characteristics of the Labor Union Organizations of Henan Province, they take an active participation of social governing, in order to highlight the basis of representing and serving the labors. It brings the labor union work into a new era by actively participate in social governance and three aspects of the work, which are the integration of resources, highlighting the service workers; to carry out the work of safeguarding social harmony and stability; solid work to help workers, effectively solve the practical problems of workers. But in practical work, as the existing laws and regulations on the provisions of the Labor Union's work, especially the less protective provisions, the establishment of the Labor Unions to participate in governance system is not clear nor perfect, the function of the Labor Unions has obstacles. What's more, as there are also some reasons both in subjective and objective sides, such as some workers, especially non-public enterprises workers, are lack of the willing to participate in social governance, and the grass-roots labor unions and labor union cadres don't have enough ability, Henan Labor Union participate still have some problems in social governance, such as lack of coordination of rights, targeted and effective work is not enough; narrow field of service workers, limited help capacity and insufficient function.In order to strengthen the Labor Union Organizations' participating in social governance, this article provides some countermeasures and suggestions: to strengthen the education and training of workers, to enhance the legislative work, which to provide legal protection for labor unions to carry out work according to law, to accelerate grass-roots labor union organizations and team building, to improve the mechanism of labor union' participation and social governance.
