In the vast rural areas of China,village cadres are the organizers,executors and practitioners of the Communist Party's rural policies,and are the links between the Party and the government and the farmers.In recent years,the Central Committee of the Communist Party of China has continued to increase the financial input in the policy of "agriculture,rural areas and farmers".The phenomenon of "micro-corruption" in rural areas,with rural cadres as the main body,has repeatedly emerged,which seriously damages the vital interests of the masses,hinders the development and progress of rural economy and society,and damages the image of the party and the government in the hearts of the masses.In March 2018,the National People's Congress voted through the Supervision Law of the People's Republic of China which,by national supervisory legislation,brings the administrative staff of the autonomous mass organizations at the grass-roots level into national supervisory scope,realizes a complete supervision coverage of the public power,and provides a powerful legal weapon and basis for the rural "micro-corruption" governance.Through the implementation of the Supervision Law,the "micro-corruption" governance in rural areas has shown positive progress and effect.But there are still some problems such as the law does not have enough punishment and deterrent effect,its system and mechanism needs to be improved,and enforcement personnel and technical force are not enough and etc.At present,as there are few articles studying on the rural "micro-corruption" from the perspective of Supervision Law,there is a lack of research results of the connection between theory and practice.Starting from the perspective of supervision and rule of law,this paper selects rural "micro-corruption" as the research object,and thoroughly analyzes the main characteristics,social hazards and causes of rural "micro-corruption" by comprehensive use of literature,inductive analysis and case analysis.This paper analyzes and discusses the effectiveness and main problems of "micro-corruption" governance in rural areas after the implementation of the Supervision Law.In accordance with the Central Committee's basic anti-corruption policy of integrally promoting "dare not corrupt,can not corrupt,and do not want to corrupt",the author puts forward suggestions: to strengthen the rule of law and ideological and moral education based on " not want to corrupt";to explore the system and mechanism of the extension of the Supervision Law to the "last kilometer" in rural areas with the aim of "incapable of corrupt";to increase the punishment of rural "micro-corruption" with the aim of "daring not corrupt".The author wishes to provide referential suggestions to effectively use the Supervision Law to improve rural "micro-corruption" governance,and to achieve a new pattern and path of the rural "micro-corruption" governance.
