With constantly deepen reforms of the national property right management,the unified real estate registration regime began to carry out.Recent years,with the deepening of institutional reform,under the background of Delegate power and optimize service,the unified real estate registration has been mentioned frequently.The Decision of the CPC central committee on major issues concerning comprehensively deepening reform,which is the Documents adopted at the third plenary session of the 18 th CPC Central Committee mentioned that we need to perfect the modern property right system with clear ownership,clear responsibility,clear protection,strict and smooth circulation.The real estate registration is the means of property rights protection.Therefore,to provide good service of real estate registration is propitious to protect people’s benefits and rights and the safety of real estate transactions.It is of great significance to improving the system of modern property right and consolidating the market economy.The main target of building an advanced city with an international business environment of Chengdu is to strive to build a commensurate with urban economic scale international rankings of business environment,including ten aspects such us convenient housing enterprises for real estate registration and building the international community.The main goal of the international business environment of real estate registration is to further streamline the application requirements,to compressed processing time,to improve enterprise efficiency and quality.This paper,on the basis of the research literature at home and abroad,through questionnaire investigation and interview method to registration service people and enterprise,the registration of the service staff to investigate,on the basis of using the theory and relevant policy,analyze survey data,indepth understanding of Chengdu real estate registration service present situation,analysis the existing problems.This paper is based on the Chengdu real estate registration service effect as the research subject,with the purpose of discovering problems,analyzing problems,and proposing reasonable countermeasures to improve Chengdu real estate registration service effect.This paper consists of the following parts.First,this paper discusses the background and significance of the research,collects and summarizes the domestic and foreign research on real estate registration service,determines the theme and concept of this paper,and puts forward the theoretical basis and research ideas and methods.Secondly,the purpose of the investigation and research is expounded,and combined with the policy documents and academic research,the investigation hypothesis of the infrastructure,business processes,efficiency and quality.Thirdly,the survey design and implementation,including the survey methods,survey objects,as well as the questionnaire design and validity,survey implementation process.Through questionnaire survey and interview to the masses,staff and enterprises and then get the data information.Fourthly,the problems reflected in the survey results are refined and analyzed,and the final structure and the causes of the problems.At the end,it gives suggestions of three aspects,that is,improving the infrastructure,improving business processes,improving efficiency and quality.
