Study On The Real Estate Registration Window Service Optimazation Of Ningbo City

The right of real estate is the basic civil right related to the national economy and the people’s livelihood,and the real estate registration system is the basic way to guarantee the real estate relationship.Real estate registration has been implemented in China.How to provide efficient and convenient window service on the basis of the integration of real estate registration responsibility have become the focus,difficulty and hot spot in the early implementation of real estate registration.With the development of legalization,information and networking,it is necessary to study the real estate registration window service optimization methods.The influence factors of real estate registration of several cities are analyzed in this paper.The real estate registration in Ningbo is introduced in this paper,as well as the window service mechanism and window service measures.In view of the current situation of real estate registration window service in Ningbo,the seamless government theory is based,and the queuing theory is applied to evaluate the service of the window,the existing problems are analyzed,and the optimization suggestions are put forward.Those methods are practiced in Ningbo real estate registration: constructing the service organization structure with the value supervisor system,parallel management of the three departments to realize the "run once at most",multiple services pursue zero cost of customers.Those methods meet the requirement of the seamless government principle: customer oriented,result oriented and competition oriented.There are four gaps existed: the windows set、registration process、internet plus service、general personnel training.Optimization measures are proposed in this paper: urban integration,optimization trade and registration process,data sharing between departments,online pre examination,and strengthening generalist training.The operation indexes of the three real estate registration points are calculated by using the queuing theory.The economic analyzed to optimazate the reasonable window number at the present situation as well as urban integration.The real estate registration in Ningbo is analyzed as a case study in the paper.The seamless government is the theory basement of the paper.The queuing theory is also applied.The two methods are used from the view of qualitative and quantitative.The purpose of the paper is researched the real estate registration window service optimization methods.This paper provides reference for the real estate registration departments and other departments,as well as the applicability of seamless government theory in China.
