Present Situation,Existing Problems And Countermeasures Of Community Correction In Y District Of J City

Since the 1960s,the Western countries advocated non-custodial penalty execution,so the community correction system came into being,and developed rapidly in the developed countries such as Britain and America.The initial reason for the implementation of community correction is to alleviate the pressure caused by the excessive number of prisoners in prison.Its aim is to make the target of community correction correct their bad habits and help them return to society through the help of the government,society and caring people,the process of re-socialization.The community correction system was established relatively late in our country,and the working system and working process are in the process of developing and perfecting day by day.Since 2003,six provinces and cities in Beijing,Tianjin,Shanghai,Jiangsu,Zhejiang and Shandong have been carrying out community correction work in the country.In view of the fact that China's national conditions are quite different from those of other countries where community correction was carried out earlier,we can not copy the operating norms of other countries and regions mechanically in our daily community correction work,the Daily Management Measures of community correction workers are constantly being improved.This needs to use the basic theory of community correction system,combined with the real data of the front-line work,the grass-roots community correction work for rigorous analysis,and then put forward improvement measures according to the existing problems.Based on the daily work of the Community Correction Institution in y district of J city,this paper analyzes the problems encountered in the implementation of the community correction work and puts forward some countermeasures.The first part introduces the implementation of community correction work in y district at present,and makes a comprehensive exposition of the organization,Position Construction,team construction,daily management contents and achievements of community correction work in y district,through the data collected from the front-line work and real cases,can fully and truly show the grass-roots Justice Bureau and its Judicial Institute in the implementation of community corrections day-to-day work of the actual situation.The second part combines the existing problems mentioned in the interview process to analyze the reasons,deeply excavate the deficiencies and difficulties of community correction work in y district,there are mainly top design lag,team lack of professionalism,the effectiveness of correction to be improved,the Department of inadequate collaboration,funding protection is not in place.The third part combines the specific contents of the community correction law of the People's Republic of China,which has just been promulgated,this paper puts forward some countermeasures and suggestions from the following aspects: Perfecting the External Legal Environment of community correction,strengthening the construction of community correction teams,,improving the effectiveness of supervision and management of community correction,exploring cross-departmental and cross-regional cooperation,strengthening the guarantee of fundsand funds,,etc.,make suggestions and suggestions for the improvement and perfection of the rectification system.
