Research On The Dilemma And Countermeasures Of Community Correction In District D Of T City

Community corrections originated from the foreign punishment execution system,and it is a non-custodial sentence execution system relative to the custodial management.Compared with traditional imprisonment,community corrections not only greatly saves economic costs but also conforms to the humanitarian spirit of criminal punishment and the requirements of socialization of executions.Community corrections are more conducive to the restoration of social functions of criminals than imprisonment so that they can better integrate into society.It is an important manifestation of the progress and development of criminal justice civilization.In 2003,China’s community corrections began a pilot phase at the national level.After18 years of hard work and the vigorous promotion of governments at all levels,the community corrections system has achieved considerable development.However,the development is accompanied by a series of problems.Due to the unbalanced development of various regions in my country in terms of economy,society,human environment,community development,etc.,the development of community correction work in various regions is uneven.When it comes to community corrections,people often think of community corrections models in developed urban areas,such as the “Shanghai Model” and the “Beijing Model”,which do not pay enough attention to underdeveloped areas,especially backward rural areas.Therefore,how to explore a community correction work model suitable for the region according to the actual work situation has become an important research topic to promote the balanced development of community correction.Based on this,this paper takes the community correction work in District D as the research object,adopts literature research,case research,empirical research and other methods,and based on the New Public Management Theory and Synergetic Governance Theory,conducts an in-depth investigation and analysis of the current situation and existing difficulties of community correction work in District D.Based on this The above elaborated on the problems of weak law enforcement team building,unreasonable establishment of grass-roots management institutions,poor connection between management subjects,and insufficient participation of social forces in community corrections in District D.Finally,based on the dual perspectives of theory and practice,in order to improve the community correction work in District D,it proposes to strengthen team building,improve security mechanisms,optimize institutional settings,innovate management models,improve connection and cooperation mechanisms,build governance communities,and guide social forces to participate and promote social It is hoped to provide help for the development of community corrections in District D and even the whole country,so as to provide a useful reference for the comprehensive and balanced development of community corrections in my country.
