The first motive force of the social development is the progress of science and technology.The ultimate carrier of science and technology is people.The transformation from the new science and technology to social productive force must rely on a large number of technical talents.The applicability of vocational education is good.Its pursuit is transforming scientific research results into practical application.It mainly cultivates applied talents which make a grate contribution to the promotion of industrial prosperity and economic development.Secondary vocational colleges play a very important role in vocational education.In recent years,China has invested a lot of money in secondary vocational colleges to support their development.Secondary vocational colleges have entered a new stage of rapid development.In this paper,we use the method of literature research and case study to select a representative secondary vocational college-W secondary vocational college as the research object.Understand its performance management status through the field visit and questionnaires.Introduce the balanced scorecard to its performance evaluation system according to its actual situation and use the analytic hierarchy process to determine the weight of each indicator of the Balanced Scorecard,thus solving the problem that the index weight is difficult to be determined quantitatively.Construct the index weight system which accords with the actual situation of the W secondary vocational college and realize the application of the Balanced Scorecard in the performance evaluation of secondary vocational colleges.This paper mainly includes the following contents: Firstly,it expounds the theoretical basis of the application of the Balanced Scorecard in the W secondary vocational college including the concept of performance and performance evaluation,the main methods of it and the basic theory and content of the Balanced Scorecard.Secondly,This paper analyzes the current situation and the development of W secondary vocational college through the field investigation and questionnaire survey,and analyzes the necessity,strategy and vision of W secondary vocational college and analyzes the necessity of using the balanced scorecard in performance evaluation.Finally,according to the actual situation of Wsecondary vocational college,the evaluation index of the balanced scorecard in W secondary vocational college is constructed from the four dimensions of finance,customer,internal business process,learning and growth.The weight of each index is determined by analytic hierarchy proces.Then further illustrate the process and security mechanism to carry out the work.The conclusion is: Balanced Scorecard has its unique advantages in performance management in various fields.Balanced Scorecard can be extended to the performance evaluation of secondary vocational colleges in China.The existing performance management system can not meet the strategic need of secondary vocational colleges.Balanced Scorecard in China's secondary vocational colleges has broad application prospect.
