Education is an organic part of our education system and it is also the important content of China's national work.Due to China's national education is affected by factors such as nature,history,culture and economy,which led to its low starting point and thin base and its poor foundation.Beyond that,ethnic education has its own characteristics and law of development,so a series of targeted policies have been adopted for a long time.Through analysis of these policy texts can help us understand the overall situation of our national education policy and discuss how the policy tools and policies and tools in our country under the perspective of policy tools to meet the needs of education reform and development.This paper begins with a review of the course of the development of China's ethnic minority education policy and summarizes the policy support continuously rationalization,policy orientation from tendency to special change,pay more attention to the publicity.Then,143 samples of the effective minority education policy have been obtained for the external attribute analysis and content analysis.Among them,the external attribute analysis mainly focuses on the external clear information for quantitative analysis such as the dispatch time of policy,the types of institutions,the types of the texts,etc.Content analysis is based on Hood,Mike Tang and Elmore,Holliday's classification of policy tools.Combining with the management content of ethnic education policy of education subject,educational intermediary and education management,we construct a two-dimensional analysis framework to analysis ethnic education policy.Finally,through the coding,classification and frequency statistics of the content of the policy text by using the Nvivo 11 software,using SPSS 20 software cross statistics,anduse Excel 2010 and Power Point 2010 to create charts and tables the application of the educational policy system and policy tools of ethnic minorities in our country are analyzed,the results showed that some insufficient and characteristics in the policy implementation,such as the policy implementation is excessive use the authoritative resources of the government,the use of specific material resources policy tool is insufficient,the educational management responsibilities are gradually concentrated in the ministry of education,the policy tools in the enrollment management and education quality management is exist the problem of overwork and insufficient,the graduation management and teacher management and enrollment management content has shown the use of diversified policy tools,the oversight mechanism is not yet mature enough.In order to make up for the lack of subjectiveness of the text analysis method,take Minority Backbone Students questionnaire as an example discuss the effect of ethnic education policy implementation,anti-push and confirm the use of policy tools imbalance.And evaluate the pros and cons of each tool.This paper also gives some improvement suggestions to improve the government management mechanism,strengthen the optimization combination of policy tools,increase the use of educational quality management policy tools and improve the policy process.
