The PPP Model Application Research Of The Logistics Management In Colleges And Universities

With the change of the social and economic system in China,people's ideas and educational ideas have changed,and the focus of social attention has gradually shifted to the University logistics.In general,no matter how comprehensive strategy will range are not applicable,a lot of things to the concrete analysis of specific circumstances,therefore,in the process of promoting the reform of logistics socialization in Colleges and universities need to education according to their own situation to develop targeted measures,from the members of the school to provide satisfactory service.This paper firstly carries on the analysis to the PPP model of the angle of public management,the mode mainly refers to strengthen mutual cooperation between the public and private sectors based on university logistics,logistics work smoothly so as to lay a solid foundation.The implementation of the PPP mode mainly combines the advantages of both sides,but also enhances the ability of both sides to face setbacks and solve problems,which provides favorable conditions for the development of both sides.Therefore,in order to better implement the PPP model,colleges and universities must pay attention to the reform of the political system,to create a healthy environment for the operation of the PPP mode of the university logistics,at the same time,this is the purpose of this study.This article first carries on a series of investigations to the PPP pattern,deepens the understanding to the related theory,provides the theory basis for the PPP pattern in the university rear service implementation,and analyzes the feasibility in view of the actual situation of each university.In this paper,F University as the research object,through a series of investigation and analysis the following conclusions:(1)the PPP model can not only strengthen the communication between schools and enterprises,but also provide sufficient funds for the later reform,many of these sources of funds,but also to some extent reduce the government and educational institutions pressure,thus,PPP model implementation of colleges and universities is conducive to the full use of social resources to achieve socialization;(2)to PPP mode to provide a good operating environment in the logistics of colleges and universities,universities first need to develop on their own clear position,and a clear grasp of the existing problems,and in time for its treatment.The current development of logistics in Colleges anduniversities,many colleges and universities are lack of supervision of the supervision system,at the same time,the domestic Master PPP project personnel is relatively small,so the logistics of colleges and universities in the implementation of the PPP strategy is the lack of effective guidance,resulting in the effect of universal is not ideal;(3)in order to promote the popularization of PPP mode in the logistics,China's first need from the political and legal direction to improve the relevant laws and regulations,formulate the system specification,provides the political basis for the implementation of the PPP model;secondly,universities should emphasize the cultivation of talents repeatedly;finally,the relevant agencies also need to improve the regulatory system,improve the existing the pricing mechanism,improve the supervision mechanism of the management level;finally,the need for risk analysis according to the actual situation,and provide effective stress Strategy on.The current implementation of PPP model in university logistics,we find that both partners need a certain adjustment to gradually reach a certain level of consistency,so as to establish and maintain good cooperation between both parties.
