Preschool education is the beginning of lifelong learning.To improve the quality of preschool education and to help millions of children grow up healthily;to run preschool education well is to bring vital interests to thousands of families;the development of preschool education and the future of the country and the nation.The problem of preschool education involves the satisfaction of the masses of the people to education,and involves the ability and accomplishment of the educated children,and involves the cohesiveness and competitiveness of the country and the nation in the future.The state should attach great importance to the preschool education,and let the children of the same age between the developed areas and the backward areas and the districts and counties receive relatively equal educational resources.It is of great significance to reduce the differences in urban and rural education and improve the quality of the whole people in an all-round way.From the perspective of educational equilibrium,this study studies the resource allocation of preschool education in Shenyang.Based on the theory of fairness and efficiency,by combing the relevant literature at home and abroad,this paper uses comparative research,questionnaire,field investigation and interview,statistical analysis and comprehensive induction to investigate the status quo of the allocation of preschool education resources in Shenyang.From the four aspects of "government management function","market mechanism","financial input mechanism" and "teacher strength",we know the status and results of the allocation of preschool education resources in this area.The research found that because of the lack of government management functions,the lack of market mechanism,the irrational investment mechanism of financial funds and the imperfect treatment of county teachers and the imperfect security system,the differences of kindergarten teachers' resources among counties and counties are significant,the funds for kindergartens in the county area are not enough and the private kindergartens are in the public kindergartens.In the four aspects of the improvement of the disadvantaged position in the competition,and from the improvement of the funds guarantee mechanism of the pre-school education in the county,the establishment of the overall operation mechanism of the local government,the establishment of the balanced "two yuan" fund investment mechanism and the establishment of the exchange mechanism of the kindergarten in the compilation of teachers' rotation of the teachers,the Shenyang city has been put forward to realize the allocation of pre education resources.A balanced development strategy.
