Research On The Balanced Allocation Of Preschool Education Resources In Anhui Province

Preschool education,as the initial stage of education,has always been an important part of improving people’s quality and promoting education modernization in China.To realize the balanced allocation of preschool education resources and meet the public’s pursuit of inclusive,high-quality and fair preschool education resources is the only way for the development of national preschool education.Under the background of the new era,the study on the balanced allocation of preschool education resources plays a crucial role in improving the quality of preschool education,ensuring the fairness of preschool education and promoting the balanced development of preschool education,and is also an important basis for realizing the modernization of education.Preparation,theoretical analysis,this paper follows the research present situation analysis,empirical analysis,countermeasures and Suggestions of research way of thinking,through the literature method,comparison analysis method,tal index method and other methods in systematic analysis of the balance of the preschool education resources in anhui province,and analyzes the reasons of preschool education resource allocation imbalance,put forward countermeasure Suggestions to promote the equilibrium configuration of preschool education resources in anhui province.First of all,the domestic and foreign literature research is sorted out to explain preschool education,resource allocation,education balance and other related concepts,and to elaborate public product theory,government function theory and education equity theory,laying a theoretical foundation for empirical research and countermeasures and suggestions below.Secondly,from the financial resources,human resources,material resources from three aspects in this paper,the configuration of the pre-school education resources,in anhui province and analysis of the regional,urban and rural areas in anhui province,between the same resource allocation of preschool education in the area of the phenomenon of differences,for below the index system of construction and provide certain reference data for empirical analysis.Thirdly,through descriptive statistics,the indicators of balanced allocation of preschool education resources studied by previous scholars are summarized.From the three aspects of financial resources,human resources and material resources,seven secondary indicators,such as per student school area,per student number of books and student/teacher ratio,are selected to construct an indicator system of balanced allocation of preschool education resources in Anhui Province.Theil index model is used to systematically analyze the balance difference of inter-regional,intra-regional and urban and rural allocation of preschool education resources in Anhui Province.The empirical results show that: first,the balance degree of inter-regional allocation of preschool education resources in Anhui Province is higher than that in the region;Second,the balance of preschool education resources allocation in urban areas is higher than that in rural areas.Then analyzes the reasons for the unbalanced allocation of preschool education resources in Anhui Province: one is the difference in regional economic development level;Second,the restriction of urban-rural dual structure;Third,the educational financial investment system is not perfect.Finally,use for reference the experience of pre-school education development at home and abroad,and combining the cause of preschool education resource allocation imbalance in anhui province,from increasing the financial input in preschool education of fiscal funds,perfect the education financial transfer payment system,enhance the supervision of the preschool education funds,the establishment of a preschool teachers supplement and security mechanism,and improve the mechanism of high quality pre-school education resource sharing between urban and rural areas,Strengthening the quality assurance consciousness of preschool education and so on,put forward countermeasures and suggestions to promote the balanced allocation of preschool education resources in Anhui Province.
