With the promulgation and implementation of the Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020)(hereinafter referred to as the Outline of education Planning),especially the three-year plan of action for preschool education in the third phase,China's preschool education industry has ushered in a new era of development.preschool education,which was once a short-cut in the national education system,has made great progress.The popularity of preschool education in the country is changing rapidly,the rate of gross admission of preschool education is booming,the problem of difficult to enter the park,expensive to enter the park has been basically alleviated,but the problem of preschool education resources such as imperfect teachers' ranks,insufficient funding,imperfect facilities for running a garden,etc.Whether the allocation of preschool education resources is reasonable or not will affect the prosperity of the whole preschool education industry,so it is urgent to increase the research results of the allocation of preschool education resources.In order to adapt to the new era of preschool education development in China and promote the healthy and rapid progress of preschool education,this study uses the literature method to select the human,financial and material resources in the allocation of preschool education resources,the basic status quo,teachers,education input,park conditions as four indicators as research dimensions,the use of questionnaire and interview methods,A study of the current situation of the allocation of preschool education resources in H City,Inner Mongolia Autonomous Region,and the conclusion is that the total allocation of kindergarten teachers is insufficient,the quality structure is unbalanced,the salary islower,the training opportunity is less human resources allocation problems;There is a large gap in the allocation of financial resources for preschool education funds for kindergarten students of different natures,and there is a problem of resource allocation of material resources with regional differences in the conditions of kindergarten spending.This study starts from the three levels of society,government and kindergarten,combined with the current problem of allocation of preschool education resources in H City,Inner Mongolia Autonomous Region,and analyzes that due to the constraints of the dual structure of urban and rural areas,the differences in the level of economic development between regions,and the poor effect of some policies,The imperfect management system of preschool education and the reasons of kindergarten managers themselves lead to the imbalance in the allocation of preschool education resources in H City,Inner Mongolia Autonomous Region,and put forward suggestions to adopt the social concept to identify first,the efficiency of resource allocation as the first,and the teachers to optimize the teachers' ranks,so as to promote the rationalization of the balanced allocation of preschool education resources in the Inner Mongolia ethnic areas.
