The Research Of Local Universities Development Special Fund Project Management Strategy Of Central Financial Support

In 1995,the former National Education Commission issued “A Number of Opinions on Deepening the Reform of Higher Education System”(State Council [1995] No.43),determining the higher education management system reform on the basis of five major forms of“co-construction,cooperation,mergers,collaboration,transfer”.Along with the adjustment of the higher education management system,another almost simultaneous movement took place,namely the university expanding enrollment scale in 1999.After 1998,dozens of colleges and universities merged,reorganized or upgraded in Hubei Province,colleges and universities expanded the campus or built a new campus,increased investment in the construction of teaching buildings,libraries,laboratories,sports facilities,student dormitories,purchased the teaching experimental equipment,introduced talents,and improved the status of teachers.Since the 21 st century,China's higher education has gradually formed a new system of higher education management: at the central and local levels,three-level schooling.The central government,in 2000,2010,2012,respectively,set up special funds built together by central and local colleges and universities,special funds of the central government supporting the development of local colleges and universities,special funds of central supporting local public colleges and universities to resolve the debt award,thus establishing a continuous and systematic central financial investment mechanism to support local colleges and universities,and better supporting the smooth transition and healthy development of local colleges and universities.This paper analyzes the management process and project history of the development of special funds in the central colleges and universities in Hubei Province,summarizes the project achievements and experiences,and analyzes the current situation of management.At the same time it's also found that there are some problems existing in the operation and management of special funds,which should be paid attention necessarily.This paper also analyzes Wuhan Institute of Technology(WIT)as a case.In 2010-2012,WIT received 52 million yuan of special funds from the central government supporting the development of local colleges and universities,of which 6 projects 14 million yuan in the year of 2010,7 projects 20 million yuan in the year of 2011,5 projects 18 million yuan in the year of 2012.In the project planning and annual budget reporting work of WIT,the project management model has been established with the school special fund management office(Planning and Finance Department)as the main body,various functional departments division of the mission,and the college responsibility for reporting and implementation.The three-year plan and the central approval of construction projects proved that the number of planning and construction projects is so many,the amount of funds is so much that projects receiving support are limited.In the long-term management practice,after a large number of investigation and analysis,there exists some space to be improved in the current management of the special fund project of central government supporting local colleges and universities.From the perspective of the central government,it is possible to further optimize the inter-provincial fund allocation and improve the principle of project fund allocation;To optimize the special fund management of central supporting local colleges and universities to develop.On the one hand the provincial finance departments need to be based on project management responsibilities,and earnestly play the main role of local colleges and universities,do top-level design of the planning and construction,organize the compiling of planning and preparation and the annual project application text,timely carry out the implementation of the project and check the use of special funds,continue to promote the project performance evaluation system.On the other hand,the responsibility of the project management of colleges and universities should be strengthened,the role of the project management office of colleges and universities should be played,the school basic state database should be established and improved by the means of information,fine management in all aspects of the project management should be conducted.
