The planning of primary and secondary schools refers to reasonable layout of school facilities and the allocation of students according to the trend of demand in the region and the corresponding policies to ensure that school-age children can enroll in schools equitably.Along with the acceleration of urbanization process and the implementation of the comprehensive two-child policy,the education demand in our country has become polarized.It has been over the horizon that the demand and supply relationship in education is out of balance.On the one hand,education demand in some developed cities are continuously growing,which leads to the original supply of education source becoming tight.On the other hand,there has been a serous loss of population in some remote villages,and many schools in village are running in small scale,which has affected the quality of education.Therefore,in this thesis,the trend of demand development is analyzed according to the characteristics of different types of regions,and targeted hierarchical allocation models is established,the planning of primary and secondary education resources is made reasonably in order to answer the government call and to ensure that school-age children and teenagers can equally enter the neighborhood schools.Firstly,the structural characteristics of primary and secondary schools are analyzed?From the perspective of development,compulsory education is a very complicated issue involving the division of different administrative regions.However,it is feasible to limit the research in a certain region.Different regions correspond to different demand characteristics and different policies.Based on the development trend of demand,the region is mainly divided into two types of situations,namely,demand-growing urban areas and demand-reducing rural areas.Secondly,the phenomenon of increasing demand for enrollment occurs primarily in developed cities,where population models need to be used to predict changes in enrollment scale.Then,according to the characteristics of different regional needs,a targeted model is established for the primary and secondary school configuration,and a suitable solution method for different complexity cases is selected.Finaly,research and case analysis of regions with different demand characteristics are conducted.For demand-growing regions,a Leslie model for permanent household registration population and transient population is established to predict the changes of enrollment scale in the next decade.Based on the changes in demand,a hierarchical allocation model is established on account of new facilities and capability limitation.Besides,the central allocation of school districts has become increasingly common.In view of this,a central allocation model is established based on the relationship between the primary and the secondary school,and then,the BeiTaiPingZhuang school district is taken as an example for analysis.For demand-reducing regions,it's found that some schools are below the scale of school and are facing removal and merger.In this thesis,considering the capacity constraints,allowing the closure of facilities and other constraints,a hierarchical P-median model and a hierarchical P-center model are established based on minimizing the total moving distance and minimizing the maximum moving distance.Then,the Zhongli Town in southeastern Guangxi is taken as an example and is solved by the Lagrange relaxation algorithm for case analysis and effectiveness and verification.
