The strategy of strengthening the country through talents in the new era encourages talents to go where they are needed.However,because of the unbalanced economic development of various provinces in China,the distribution of talents has also shown an imbalance phenomenon.This situation is particularly prominent in the outlying provinces of western China.It is not attractive to talents on one hand and there is a more general phenomenon of talents loss on the other hand.The CZ agency of Guangxi Inspection and Quarantine System,which is located in the southwestern border of China,is essentially a government agency.Due to the legacy of institutional reforms,it also undertakes two companies while assuming the functions of law enforcement.The two companies are CZ branch of China Inspection and Certification Group Guangxi Co.,Ltd.and CZ branch of Guangxi Hengkai Sanitary Disposal Technology Co.,Ltd.So it involves a dual background of government and business.It has faced the outstanding problem of talents loss since its establishment.It has not yet formulated a systematic solution for talents loss,and it is a typical representative of talents loss for many organizations or units in the far western provinces.The paper explored the main causes of talents loss in CZ agency and explored the mitigation measures for talents loss.First,the paper introduced the background of research,the significance of research,the content and the methods of research.Secondly,the relevant theories and existing researches at home and abroad are introduced in detail,such as the widely used March&Simon model,Price model,Maslow's hierarchy of needs theory and two-factor theory,etc.,which provided the theoretical basis for the writing of the paper.Then it introduced the current situation and impact of talent loss in CZ agency of Guangxi inspection and quarantine system.A job satisfaction survey for CZ agency employees was designed based on the Price-Mueller(2000)model and Maslow's hierarchy of needs theory.The purpose of the survey aimed to collect the first-hand information that the dissertation research needed.The analysis began by Combing with the individual variables,structural variables,environmental variables,mediating variables,and control variables of the Price-Mueller(2000)model,the results of interviews with departing employees and the changes in the society macro-environment.Then the factors that led to the talents loss of CZ agency came up,such as compensation and benefits,work environment,organizational culture construction,and personal career promotion.Finally,a series of mitigation measures have been targeted on the causes of talents loss.For example,the first step of talent recruitment,good training for employees,promotion for employees,strengthening organization culture,and trying to establish an early talents loss warning system for CZ agency.The purpose of this paper is to thoroughly analyze the causative factors of the talents loss in CZ agency and try to formulate the mitigation strategies,hoping to provide reference for the human resources management of the CZ agency and the entire Guangxi inspection and quarantine system.Another purpose is to make people pay more attention to the increasingly serious problem of talents loss in remote areas of western China.
